TliU 1'ITIIKK CAMHItATli. It lias become a proverb almost that all candidates for President ou the democratic ticket must he chosen from the East, New York generally. We have, Within the past thirty yems, had six defeated and one elected, all from the eastern portion of the United States. It Is a loiiff tune ahead to commence the discussion of such matters, but would it not be a good idea to change this old sterotyped plan and see jf a candidate from some other portion of the
Union would not fare better? Must the great democratic party, with its millions of voteis, always be subject to (lie beck anil nod of New York and its many wnt nun factions which always exist the party in that State? Ta'nmany Hall democracy has been a disadvantage to the party about as often in political campaigns as it has been a benefit. The general opinion already abroad with many democrats is that Gov. Hill is tbe man to be our national standard bearer in 18112. We doubt very much, this early ill advance, the wisdom of this. It New York democrats would ini .l.v aid in defeating Cleveland in 1S88, similar elements to encompass the defeat of Hill may and likely will exist. Hill is no Btronger than Cleveland and cannot commend himself as the choice of the democracy over him. Both in his State and out of it Hill is not as strong as Cleveland.
The Indiana plan of buying votes was followed, in New York last year, and this, not Cloveland's unpopularity, is what feated 'nun. Seymour, Tilden and Cleveland wer» all opposed by men ranked as democrats, iiuiing their campaigns 111 New Yoik State, with a vim and determination as strong as the republicans could have desired. To avoid similar political strifes why not select the candidate from some other section oT the countiy. The New York factions will, probably, ascouli.illy support a candidate from some othei State as one from their own. We are decidedly in favor of a new deal 111 the future selection of candidates for President. We stand as much chance of electing a candidate from the Middle or Western States as we do from New Yoik and the East, judging from the past. If only oue candidate of seven, all fioin the same part of the country, can win a race, then it would seem a suitable time to transfer the racing ground to some other locality. A ti lal at leaM, we consider, will be fully as promising in results as the course heretofore pursued.

Ever since the last election republican newspapers have been amusing themselves as to the material that would compose Harrison's cabi net. One day a certain number of men would be mentioned.as likely to be called to cabinet positions by Harrison, but the next day an enlire different set would liu mentioned. It is not a matter, perhaps, of national importance who may fill these positions. Cabinet officers are little better than advisors of the President. They generally, by their recommendations, shape the policy of the administration, although quite often the President acts contiaiy to thei,opinions. Almost every republican of piomineuce in the country has at oue time or auother been mentioned connection with some cabinet position. Harrison will be inaugurated in less than a month from this tune aud, of course, all ins cabinet selections will bo known soon. It seems that the following names are undoubtedly Rooked for the cabinet: Blame, Secretary of State Allison, Secretary of Treasury Alger, Secretary of War Wannamaker, Post Master General. These four at least seem determined upon. There are four others to be chosen. All of these men liavo called aud had private interviews with Harrison at some tune during the past six months. The most conservative and able of any yet mentioned, we believe, to be Allison, of Iowa. He is quiet, experienced, level-headed, and we believe will attend to the financial interests ot the government with ability. Blame should have been permitted to remain retirement. Ho is,impetuous, hasty, and not the man to reply upon in cases where the Nation may be threatened with trouble from a foreign source. Wannamaker is probably selected like many ot the members of Grant's cabinet were, f^r the donations they have ina.Je. Wannamaker was an I unknown quantity, p'- Mically, FIX months ago,

A MAN named Wade, a relative of the late Ben Wade, of Ohio, and a republican, has been appointed chief justice of Montreal by President Cleveland. The reason assigned is that tho Senate will probably not reject this appointment, whereas if a democrat were selected it undoubtedly would. A poor reason, indeed. One of tbe causes of Cleveland's defeat was his toadying to the mugwump element It created a lukewarinneKS toward him from the first and thousands of democrats at the late election were indifferent as to his success just on that ground. He should have removed from the start every republican ollice holdei, high or low, and placed therein democrats for the position. Instead of that thousands of republicans are yet in office, inaiij of whom workt late and early for the success of Harrison ami the republican ticket. Their influence was extensive, their money was promptly furnished, yet they cursed the administration that retained them and greatly aided in its defeat. Cleveland's attitude toward the mugwumps was always a strange spectacle to democrats. There was no more reason for favoring them than lepublicans. They opposed Blame because they did not liko him, not that they loved democrats. We trust that, ever after it shall be thoroughly understood that the presidential nominee of the democracy in the event of election will promptly remove incumbents of even oifice that may be members of any other political party.

With this issue the publication of the list ot names of those delinquent for taxes ceases, aud the sale of these will take place on Monday next. This list this year is not so lar^e as that of last year which is a sign id financial health to be welcomed. If it can possil ly be avoided by persons who are compelled to pay tn\es they act UIIWIBB ever permitting them to »-o delinquent. The interest they pay is considerably more when taxes run delinquent than money to pay them with could be boirowed from a tany bank. Ten per cent, is added artei the April installment fails to be settled, and this, together with the costs of collection, advertisements and sale, adds considerably more to the expense of the delinquent. The amount due for taxes, both real and personal, was near $40,000 the first of January 111 this roiint.. ....
MINNESOTA selected a United States Senator the other day, that is its legislaturedid. To in the fashion it chose a millionaire for the potion. A worthy poor man would not do. In choosing him corrupt practices were charged, and although going through the farce of having a committee to investigate the charges of bargain aud sale, nothing came of it, and Washburn, the millionaire, was elected senator. Thinking men have lio doubt that Washburn bought the votes of many of the members. This country appears, tho selection of many of its ofbcials, to be wonderfully cor rupt. Our condemnation of the man who sells his vote for a sack of flour, a pair of boots or a few dollars in money, is to be condemned no less because we see officials high office, and beyond all want, selling their votes to a millionaire.
JOHN E. SULLIVAN, a prominent politician of Indianapolis, Clerk ol Marion county, and one of the alleged tally-sheet forgers, has gone under for §75,000, and quietly lit out to some more congenial clime. Sullivan was a politician, a "boss" among the boys, but like many others similarly situated became completely demoralized in every respect. Fiom tho number of banks that have gone linker at tho Capital City in the past few years, and the number of men who have turned up defaulters, embezzlers or scoundrels in some respect, straight business would appear to many of tliem to be a matter or secondary consideration in that city.
