During the rebellion England supported tbc South. Her objcct was to break up and destroy the United Stales. In this purpose she was foiled, but she gained her end nevertheless. The reason why she wished to break up the United States was to remove our commcrce from the ocean. This she accomplished by means of rebel cruiscrs such as the Alabama and Shenandoah.
The result is that we no longer have any foreign cimmcrcc. Our shipbuilders, once so industrious and so skillful, are now without employment. We suppose there is not at this moment a ship building in the United States for the foreign trade, while hundreds, thousands even, of vessels once famous and profitable lie rotting at our wharves. Knglaml has the monopoly of shipbuilding, and the monopoly of commerce on the ocean. •v If a fair estimate could be made of the damage done to the United States by Uritisli cruisers during the war how much would it amount to Would it not be thousands of millions of dollars? No doubt of it. And yet, under the Washington Treaty, for negotiating which the
British Commissioners have received great rewards at home, it is not, certain.that we shall ever receive ten millions. England has achieved her great, design of ruining the foreign commerce of the United States: and, thanks to tlio Washington Treat}', she i,s going to gat off without paying anything \ike the damage she has done: indeed it is not certain that she will have to pay anything at all

Slaughter.
A terriblo railroad accident occurred last Wednesday evening at fifteen miunutcs past six o'clock, on the Toledo and Wabash Railway, sixteen miles from St. Louis, and two miles from Edwardsville, Illinois. A freight train of thirty-three cars, heavily laden with grain, going south at great speed, collided with a gravel train, on which there were a number of laborers returning home from their work. Of th.cse, six were killed outright, and four others so severely injured tlmf but little hopes are entertained ot their recovery. Of the other men on the construction train fully one-half were moro or less injured, some of them quite seriously, although, with the exception of the four mentioned." none are believed to lie fatally hurt. 'I ho track was not cleared at a late hour Wednesday night, And the express trains transferred their passengers at the scene of the wreck.
Thp collision occurred on short curve, and neither engineer was aware that another train was on the track until it was too late to prevent, the catastrophe. The engineer and firemen from both locomotives jumped off in time to save thair lives. Both engines and a large number of cars were demolished. The names of the killed and wounded have not yet been ascertained.
TIIK population of the United States is about thirty-nine millions, of whom scarce less than six millions own their own homesteads, and eacli have from a city lot to thousauds of acres of lauds. In England, with a population of about thirty-two mil lions, only thirty thousand people own any land. The nobility have absorbed tho country and used the poor to make all the improvements, and pay tho vent for their use. The masses of Englishmen have no country, or any real interest in it. In a century or two more some Rothschild may own the whole Island. Humanity protests against such a syste«. It is the outgrowth of ages of feudal oppression, and would justify a revolution to get rid of it. An activo and zealous land reform party is mare needed just now than any other in that country. Evon confiscation would be preferable to the existing enormity.
RADICAL officials have been defaulters to the fabulous sum of twenty millions, and yet the party claims to be one of retrenchment and reform always declaring in its platforms for the most rigid economy. Mr_ Boutwell, in big official report, furnishes the House "a statement of the balances due from Collector's of Internal Revenue, who are now in office, and the total amounts of the balances so due as Ihey appear on the books of the accounting officers of his Department an the 30th day of June, 1870."' In this report, he officially certifies that there were then defalcations to the amount of Twenty Millions Seven Hundred Thousand Nice Hundred and Eighty-three Dollars and Thirty-three cents, shown by the accounting books of the Trees ury.„
TUB deepening of the canal connecting Lake Michigan with the Illinois river was completed on Sunday, and the water of the lake now runs into the river, and so down to the Mississippi. The first effect of the improvement has been to purify the outlet of the canal at Chicago, which was before a stagnant ditch, but the foul water of the city beingjnow carried inland, is destroying the fish in all the streams that it reaches. On the other hand, tho people of Joliat rejoice in a plenty of water power, tho Dos Plains river BOW overflowing its dam instead of being nearly dried up.

MjNisTHa Low, before his departure for Corca, appointed a foroigneer as acting United States Consul at Chefoo. Meadows, an Englishman, had been previously appointed United States Vice-Consul at Tientsin. The American residents in China are very indignant, at these appointments.
THE County Court at St. Louis has approved the action of County Collector Maquirs in his attempt to collect the delinquent taxes of the Iron Mo untain. Pacific, and North Missouri Railroads, and authorized him to employ counsel at the county's expense to defend any suit that may b? brought against him or his bondsmen.
AT Mcrcdosia, Illinois, on Mandav, Wm. Edmonson, son of an old resident of that place, dunned Hr. Hockwitte, of Brown county, for a small sum of money. Hockwitte denied the debt, whereupon Edmonson struck him a tremendous blow on the neck with, brass knuckles, breaking his spinal column, and killing him almost instantly. Edmonson escaped.
W.J. DANJELS, of Oilman, Illinois, one of tho principals in the mob thai, hung Mpa^ra, at Watseka some time ago, for the murder of his boy, has been arrested, w.ith, thsee others, by order of the Governor, for the aot. lie has engaged the services of Hon. W. W. O'Brien of Peoria, (^defend him in the trial. It semos (hat thei&is a local jealousy exist., ing bstwceu the towns of Gilnvan and Watseka, and somechargo on the citizens of the latter place the action of Governor Palmer in arresting the ringleaders of the lynching party.
SOME fifteen months ago, eight young men of Washington county, Kentucky, all cousins, went to the house of an old man named McConnelly, in that county, bound the old man and his wife, and all outraged the person of their daughter. Two were afterward caught and lynched, two sent to the penitentiary, an last Thursday another one, named E. B. Ilalchel, was captured: at Richardson'-s Landing, Mead county Kentucky, where he was teaching school and taken to Washington county, foi trial. Hatchel is a one armed, man, and is said to be a desperate character, and to have com. mitted many crimes during the war, which on the account of the loss of his arm, a condition peculiar to both, were laid to the charge of tho uotorioua one armed Berry. ,.s
TIIK prevalence of tempests and tornadoes in various sections of the West has been attended with results so disastrous as as to threaten serious consequences to many communities. They have followed in regular succession, and in some cases repeatedly v.isitcd the same locality. Houses, fences, and crops have alike been swept away, attended with serious loss of life. Western Missouri, Iowa and Minnesota have suffered the most, but great damnge has been done both East and West. The effect of these catastrophes is more felt on the frontier where pioneer settlers have just made a commencement, and are engaged in a struggle for cxh'cnce. The crops are generally light in the districts most effected, and when to their loss is added the dwellings and outbuildings of the farmers and their contents, the blow is doubly severe, and calls for active sympthy and relief. It will be Bafest to believe that the coming winter will be a severe one, and to prepare^ for it, and if it proves other* wite, the precautions will be well taken. These long-continued atmospheric phonoraena must have some signification. One extreme generally follows another.
TUB ex-Emperor of the French seems to endure his fall and exile with fortitude, if notjwith complacency. The English papers chronicle his movements with almost as much particularity as they do their Queen's. Their accounts show that he spends his time in draiving and walking about, seeing sights, and making and receiving calls. On the 4th of July he visited, in company with the Prince Imperial, th« royal arsenal at Woodwich, whore all the latest improvements in ordinance were exhibited to him, together with the process of manufacturing the new thirty-five ton guns. It is aaid that his health is better than when he was Emperor, and that he is gaining flesh.
