The President under it is to appoint a National Superintendent of schools in each State, at a salary of $3 ,030 a year. Here is over $103,033 added at once to the people's taxes, and the President's patronage is greatly increase I. But this is but ihe beginning. Tin Superintcndant so appointed is to divide his State into as many districts as there are Congressmen, and there is to ba a Superintendent fjr each of the districts, nt a silary of *2,033a year. Thesa District Snperintendents ate not to be eleced by the p'ople, but aro to be appointed Jjy the Sccrct.ary of
the Interior, a mimbar of tho President's Cibinet and subject fa his removal. Th thiso Congressional d'sirictsare to be didod into School Districts, each with a 6a perintendent, who is als to bo selected by the 9ocrcUtry of tho Interior, at a sal iry of three dollars a dny. Millions of dollars would be rcq'iired per annum to pay these salaries of this new army of oflize holders, who wouli ho as numerous at tho locusts •••if of Egypt. These local Superintendents ore ti seloot the place for the scliool-housi, and are to purchase or hire it in th" name of the
United States. The school-books are to b^ presorihel by the Siatj Sup Tint-ndent, under the direction of the Commissioner of Education, and are ti b! furnished gntuitoti*ly to those nuable to piy for them. No books are'to be used aud no instructions given favoring the ppculiar tenets of uny religious sect. The Secretary of the Trcns •j ury is to provide rules ii conformity to the law, providing for the paymontof renchnrs, liind, school-hous'» and other objects de signed by the bill. The Commissioner of
Education is tn maks an nnnu-il report to Congrrty, and to prescribe rules for the government of Snperintendcms and Inspectors. A direc tax of fifty million dllars is imposed and apportioned among'the Sates thn sum raised in each State to he expended for tho purpoes-i of education in that State. The act ts to take olfect July 1, 1871, but any Stite mny, in lieu of paying -S the tax, provide for the suitable educntiou of all the c'lildren within its borders and if the President be sitisfied at the cxpiratiou of twelve months that there is established in tint State a suitable sys'em of common schools, no further steps shall be taUen for tho apportionment of officers or the assessment of the tax therein.
Observe for a moment the mons'rous powers that, are lodged in the President Ky this bill, Ho can, like an autocrat, exempt •:•. any Slate from paying in quota of school tax, it' it can- s»tisfy ilis Highness that it is making alrendy suitable provision for the cduc-ition of all the children within its borders. Many precious moments had been lost in the negotiation with the Super intendentand iu the preparation of the locomotive, and it was not until alter a run at full pped'd for thirty minutSs that the anxious eyes of the husband were blessud with the sight of the pursued train, coming up with it when it, stopped at the Kahwuy station.

The list of jobs upon the slate of Mr. Williams, it will be remembered foots up a total of 887.500,000.
