As the house has deliberately voted down a proposition to increase the volume of our currency by issuing treasury notes, the western states must look for relief, if any can be obtained, through congress, to the establishment of new national banks. It is absurd to suppose that New England will consent to a redistribution of the currency,and it is idle to hope that one will be had without her consent. If she can be provailcd upon to vote for the establishment of new bauks, she will take good care that the bill providing for them shall contain such restrictions and provisions as shall iko the multiplication of bauks a work of difliculty and embarrassment.

She will do all she can to prevent an increase in the volume of currency. because she ha$ a b.iuk circulation at least fivo times greater than she is entitled to by just apportionment, and wishes to supply the other lections of the country with money at her own rates. Her "moral idea* embrace this policy. Give her exclusive (.-on trol of the money market, exempt her manufacturers from taxation, rolcasc her fishermen from the pa) incut of duties on salt, and nir.ke the whale country pay four or five hundred millions of dollarsa year„to the owners of her cotton and woolen mills, and .the

To the latter, the ruling party is committed, and the west will find that the present administration and congress wi.ll afford it no relief from the suffering caused by a scarcity of currency, or the operations of a tariff which prominent republican newspapers have denounced as an infamy and outrage.
