Mr. .Ashley, of Ohio,, on a r|uestion of privilege, introduced a preamble aud accompaTiyinfr resolution, charging high crimes nud raisdcmcanoi on the President, a,nd-directing the Committee on the Judiciary to. take testimony to ascertain if the Uouse should not take action in the premises by impeaching that high .public functionary.' Much excitement' fbllowed the introduction of this preamble nud acporapanying resolution. It was very plain that the Speaker aud other leaders had had a previous consultation, on the subject. The preamble aud resolution were adopted find sent to the Committee by vote of 106 yeas to 27 nays. This unexpected vote, giviug such strong backiug to the ultra Radicals, is regarded as conclusive that it is the intention of the Revolutionist to depose the President. A bill to declare the bridge over tho Mississippi, at Clinton, Iowa, a post road, was after an an^ry di^eupsTou passed by a ivote of 101 yeas to 43 nays. The amendments of the Senate to the bill fixing,the future meetings of Congress, and of the bill creating negro suffrage in the Territories weri concurred in, aud the bill sent to the President for approval. A joint resolution appropriating 815,000 for the expenses of the Retrenchment Committee was pasied. Thie Committee sat during the last fall's recess of Congress. The Senate bill to admit Nebraska was taken up and a warm time was had oTer it. The 'Senate passed the bill of the House to provide for'the future meetings of Congress. It .enacts that ..the first meieting of the next (Fortieth) Cougress ancl of each succeeding Congress, sha|l be at noon on the 4tli of March, unless the 4th shall be on Sunday, then on the /blJowin# Mr.Hendricks, cf Indiana 'saw so necessity for this change, and thought it was simply for party purposes. ShNATk—Almost the entire session was consumed in disposing of Seuate joint resolution No 2, ratifying the constitutiona.1 amendment, which came up in the regular order of brisiness. The Republican members declined to argue it, but Messrs. Ilannu, 6f "Vigo, and Sherrod, of ()range, made speeches of about one-hour each. That of Mr. Hanna was a powerful and convincing effort, and will,' add greatly to his reputation as a sound and logicnl debater. Mr. Vawter, of Jennings, had prepared a speech, which he was'uuuble to deliver, and asked leave to print, which lie was granted. The resolutidD finally ctiine to a vote, under a demand for the previous question by Mr. Bennett, and passed by 29 to 18.
IIObsE.—The reading' of the journal was dispensed with. The Hughes bill for preventing boltiug was takeu up and discnsscd. Messrs. Cary, McFaddon, Douglas and Wolfe speaking against it, and Messrs Hughes, Matthis and Belford, in favor of it. It was engrossed and ruade the special order for to-morrow at two' o'clock.
Mr. Nowton offered a resolution instructing our Senators and requesting our Representatives to vote for the immediate admission of all loyal men elected to Congress from the Southern States.

EXTROHM.VAKV ACCIDKNTTO A (JNITKD STATKS STEAMEH.—Com. E. Thompson, of the United States steamer Mohican, ^tates that on the afternoon of the 30th lilt., when off the Lenora Grands, one hundred miles east of Moranhan, Brazil, the back of a large fish was seen about a cable lengt from the ship, and iuclined diagonally toward her. A few moments afterwards the engines suddenly stopped sleaui was shut off, and a hurried examination was made, but no cause could be discovered for the remarkable result. Steam was again turned on, but the engines could not be forced ahead. At this time several pools of blood wore seen to rise to the surface under the stern. After a few moments it was discovered that a large black fish had been caug ht between the propeller and frame, T'lie shock on the engine was very great, and rendered it hoocssary to stop several times during the ^following twenty-four hours to screw up all parts .of the engine, thus exhibiting the jar it had received. No further inju ry seemed to have beoni done.
