dress: When a citixen of Vermont arrays him •elf against the Constitution and the laws, by resisting the Marshal in the execution of the Fugitive-slave Law, we do not allow the violator to screcn himself under the sovereignity of Vermont, but we pun iah the violations of the law wherever we find them. Secession means revolution.— It is only another word for the same meaning. I hold to the inherent right of revolution, whenever the evils of civil war and revolution are less than obcdicnce to the law. It is upon that principle that Wash ington, Jefferson, Franklin and Adams justified their conduct in seceding from the British Empire.

When they seceded, they did not skulk bebiad the 'pretended sovereignty of the colonies. They avowed that the evils of resistance were less than those of submission. They looked the gallows in the face, «nd, like brave men, dared all the consequences of their acts, though the halter awaited their neck had they failed.

And when Charles Carroll, of Maryland, God bless him, was told, in signing his name to the Declaration of Independence, that there were so many Charles Carrolls that the King would not be able to find him who signed that paper, he stepped back and added after his name, "of Carrollton." [Cheers.] I hope that revolutionists of this day who have a scheme to break up this government will have the manliness to put down the names of their residence, so that we will be able to send the Sheriff after them. [Laughter and applause.]

I believe their is no evil in this country for which the Constitution and laws will not provide a remedy. At Norfolk, when the Breckinridge elector put these questions to me, indicating that he and his party intended to dissolve the Union if Lincoln was clectcd, I answer them frankly, and after doing so, said to him that he was hound as a man of honor, to propound the name questions to his candidate, and let Mr. Breckinridge answered them. [Applause.] The answer caine to me from the crowd, "it shall be done."
