The Capture of the Mexican vessels is a belligerent act of the highest grade.— General Miramon refused to guarantee the lives and property of our citizens or to respect the American flag. Hence the action of the United States Squadron. The Liberals and American citizens at Yera Cruz were in favor of this course. Further news frjiu the seat of war will be loolcfor with great interest. RATIFICATION I»IKKTIN« IN FOL'N« TAIN COUNTY. The Democracy' of this county held a [convention on the 3d instant to ratify the nominations and action of the State Con* vention. It was the largest and most enthusiastic political gathering which has as-

seniblcu in that county sincc the last rres

idential election. The official p-ocecdings says: Col. Willson delivered an excellent address, which told with happy effect upon the audieucc generally and caused not a few wry faces among the Kepublican portion ot' the assemblage.

Upon the conclusion of Col. Willson's speech Hon. Daniel W. Voorhees, being loudly called, took the stand and made one of his best efforts. It was truly an eloquent appeal to the Democracy, replete with facts and sound conservative views rallying them under the broad folds of the flag of Democracy, upon which is inscribed the words that time will never erase or blot out, "The Constitution as our Fathers made it." His review of Helper's Impending Crisis was a most brilliant exposure of the aims of the Black Republican party, being endorsed by sixty-eight members of Congress, among whom are Schuyler Colfax, Jim Wilson, and others lrom our own State.

His spcech will have a good effect upon a portion of our conservative Republican community, who can not. and will not swallow the nigger, or believe the odious Helfirst |Pcr

Thc main object of this rpeech from the original patentee of the irrepressible conflict is transparent enough. Thc object is to conciliate, as far as possible, the conservative element of the Opposition, with a view to the contingencies of the coming Presidential election. The doctrine cnun-

in view of the fearful agitation since, which has been in part its bitter fruit, many Republicans even were doubtful of the expediency of taking him as their standard bearer. The Friend, bits the Republican nail exactly on th^ head. It was really funny, two years ago, to see the Wilsons and their cliquc, as well as the other aspirants and their cliques, all endeavoring to circumvent each other to be sure, but all, nevertheless, combined in covertly ign^ing the claims of Mr. Perdue, because, forsooth, they knew him to be a favorite of the people, and eutireiy too proud and independent to knuckle to the miserably corrupt and tricky combinations that undertook to manage the Congressional question. The same game is evidently again upon the tapis, and unless the people take the matter in band, this Congressional district will again stand a chance to be represented bysome popinjay head of a republican eliquc.
