Harper's Ferry dispatch, referring to the execution of Brown says: "Thc most stringent regulations have been adopted in regard to the presence of civilians at thc execution. All applications for passes for civilians, to attend within thc military lines, arc refused by the Governor, 011 thc grounds that it would conflict with the military programme.

He said that no civilian could under any circumstances ho admitted within thc military lines, the outer one of which would be near a mile from thc scaffold. Not a word of what .John Brown may utttcr, should he have anything to sa^-, will therefore be audible to thc men forming, even the line next thc gallows.

Gov. Wise stated the cause of this exclusion of all persons other than the military to be, than in the event of an attempted rescue, an order to fire upon the prisoner will be given, and that those within the lines, especially those sufficiently near thc gallows to hear what Brown may say, would inevitably share his fate.

——>On Saturday noon, 19th ult., Mr. Lowe's balloon was buoyant and big, being inflated so far as 150,000 cubic feet of gas could avail to that end. On Saturday night at 1 o'clock, thc said balloon was flaccid and flat, having been purposely collapsed for the third or fourth time since it has been at the Crystal Palace grounds.
