The steamship Europa has arrived, bearing Liverpool dates of the 5th inat.— The City of Baltimore and Anglo Saxon arrived out on the 3d inst. The telegraph fleet had returned to Plymouth. The exp^riments havo proved successful. The fleet was to sail again on the 9th inst.
In the House of Commons the Government announced that if the alleged outrages on American vessels are well founded, immediate explanations will be made.
Rawson & Son, India Merchants, of London, have suspended for £700,000.— Their assets are abundant.
Nothing later from India. The Continental news is unimportant. The House of Commons had passed the Atlantic Telegraph Bill.
D'Israeli stated in Parliament that there had been no rupture of negotiations with the Emperor of China.
Mr. Fitsgerald, in reply to a question, said orders had been sent to the squadron in the Cuban waters, to use the greatest caution and forbearance toward vessels bearing the American fla"
The Government had chartered twentjadditional ships to convey troops to India. 25^00 men wanted immediately.
Terrible riots had taken place at Belfast. Churches and houses were attacked, and much property destroyed. The military had to be called.

The Toulon Squadron has sailed under scaled orders. The Paris correspondent of the London Times gives a copy of a convention concluded between Costa Rica, Nicaragua, and Felix Bellye, acting on behalf of the Midland Co., of Paris, conceding an inter Oceauie canal, by the river Sin Juan and lake Nicaragua, to be completed in six years to be sufficiently wide to admit of two of the largest ships abreast. The du ration of the concession is for ninety-nine years. The capital fifteen millions sterling.

A collision had occurred on the Railroad between Mons and Marage, by which 21 persons were killed and 52 severely woundcd.
Accounts of the silk crop from the South of France were unfavorable. The King of Sweden had improved :n health, and hoped in a few months to resume the direction of affairs.
Insurrectionary movements had broken out in Montenegro. Twenty thousand "t Turks had been ordered to advance there.
It was said that France would surely send more men of war to the Adriatic. Six Turkish" steamers, with 3,600 men, had arrived off Gravosa.
The Circassians had beaten tho Ruseians, and captured a gun sloop. Details from India are unimportant.

It Wa9 rumored that Pclissier was to be recalled for courtesies to the Due D'Aurnalc, but this is improbable.

CONGRESSIONAL CIINVENTIOKT.
Pursuant to notice, the Convention to nominate a candidate for Congress in the Eight District, met at Lebanon on Thursday, June 10, 1858.
The Convention was organised by calling Hon. L. C. Dougherty to the Chair, *atid appointing George W. Buckingham,
Secretary. The object of the meeting was stated by the chairman, who also stated, that in consequence of an accident having happened :„on the Lafayette and Indianapolis Railroad, the excursion train from Lafayette failed to arrive, in consequence of which the delegates from the other couuties were •not in attendance in view of which it was deemed expedient to adjourn the Convention to another day.
On motion of Colonel Kise, it was resolved that every Democrat in Boone County ^e requested to act as a delegate to the joint convention with Hendricks County, to be held at Brownsburgh on Friday, Jane 25.
The Hon. Joseph E. McDonald being present was requested to address' the mwting, which he d|d in an able and eloqmrat spooeh. i-
