In by-gone years the practice of flogging has been carried to a very unjustifiable extent in the British army, but sibout ten years ago, owing to the death of a private

at the Hounslow Barracks, from the effects of a severe flogging that had been adminiatered to him, an attempt was made to abolish corporal punishment in the army

altogether. Though unsuccessful in their attempt to pass such a law, the friends of

the measure succeeded in materially modi

fying the evil. No court martial cab now acbtence an offender to receive more than thirty lashes for any offcnce, however liein©us, that may have been committed:

That truth is stranger than fiction is proved by the following statement of an actual occurrence in merry England, showing that the horrible stories invented by the British about the sepoys in India do not come up to the real tortures that they inflict upon their own soldiers. The morning of the 6th of February, a private in the •Sixth Northumberland Fusiliers underwent the sentence of a court martial, doomling him to receive 450 gashes, cut at the rate of nine at a time, into his back. An eye witness furnishes ilic Northern Express with the following description of this piecc of ruflianism: "The poor victim to military tyranny— tk tn«n vriiC has seen better circumstances, and is, we hear, connected with a distinguished family in tlio north of Ireland— when ordered to strip, sterniy and steadily refused. On this, sixteen of tho strongest and most muscular men stood fonva: and hurled liim, face downward, ou the Btone pavement of the rackcPcourt. He manfully resisted this indignity, and, with voice trembling with emotion, requested "V them to take his life but spafe him this dishonor. A few moments, however, and he was stripped and tied to the triangles.

And now began a scene which requires an abler pen than mine to describe. Forth etepped one of the largest drummers, arrn,cd with a 'cat,' the length of the handle of which being eight inches, the nine-tails, ilic e:uuc length, not, as your correspond ,_cnt states, armed .with lead, but with pentagonal pieces of casc-hnrdciied steel, cigh-tv-onc in number. At the first blow of the •cat,' a piercing and unearthly shriek rung from the. strong man in his agony! Ilis lacerated flesh gaped under the blow, and

Jumps of lies!), at caeh fresh blow, were detached from his bleeding back, and hung nbout the walls of the racket-court, and on the clothes of those standing by. The .. ctern Colonel, compelled to be au unwilling witness, turned, and leaning on the nrm of the equally affected Major, covered his face with his handkerchief^while deep sighs agitated his manly bosom, and plainly showed the struggle that was going on within. The .surgeon, a most humane man, was obliged to be supported by his hospital sergeant, who, from time to time, rid,^ministered to him restoratives, as well as to the suffering soldier. Man after man fell from the ranks, carried away fainting 'tears bedewed the laces of nearly all the officers, and at length the poor sufferer was released from his torture^to linger iu rajiospital, where he now lies, the'whole of his spine being laid bare, and gangrene jims ensued, leaving the tortured and laccratcd wretch in such a state that every

Christian cau only hope that death, as it must do, will soon release him from his .sufferings."

The Northern Express adds—" At the fortjr-fifth stroke of the instrument—that is, after receiving 405 gashes'—the unhap..py wretch, whom fortune saved from the hands of an Indian to fall into the hands of an English Ncna Sahib, positively burst his bonds in the contortions of agony, aud fell in a bloody heap to the ground. lie was again tied up and the other forty-five wounds were inflicted. Not a single drop of Christian blood could the Shylocks of jthe Fusiliers be persuaded to abate.—

Their victim received the full talc, and .-was carried to the hospital delirious, in a rstntc which rendered it doubtful whether, rin the event-of his physical recovery, he would not be the inmate of a madhouse for life. This is surely a horrible affair."

|®"Anti-Lccompton Democrats will no doubt find plenty of pretended sympathisers among the Black Republicans.— The old traduccrs of Judge Douglas will approach his Democratic friends with lugubrious faces and deplore tho treatment iie sad his friends have received from the .-administration. After having covcrcd the ,.l0B^las Democrats with a due amount of saliva, they will beg'n to put out feelers in ••yegard to the State election. They will gay with a sanctimonious face, that they t«aae nothing about paity—that they would as leave vote for a Democrat as anybody -!else were it not for this Lecompton question, but that they consider it their duty to vote for the Republican ticket because it is anti-Lccompton, and they hope all Douglas

Democrats will join them. JNo true Democrat, let him be ever so strongly anti-Lccoiupton will be deceived bysueh soft sawder and special pleading tibis. There is a wide and impassable golf between the Black Republicans and faftti-Lecompton Democrats on this question. The Republicans oppose the admission of Kansas under the Lecompton Constitution because that Constitution tolerates slavery. The anti-Lecompton Democrats oppose it because the Constitution was not submitted to.the people, in violation, as they conceive, of the Democratic doctrine of popular sovereignty. 'The Black Republicans resolved at their

Ute State Convention, that it was the duty Congress to prohibit slavery in the Ter^itones. By the enactment of the Kan. •^fas-Nsbraska bill, the Democratic party deolarsd themssUss opposad to all Con-

matter for themselves respectively. Had the Lecompton Constitotibn leen presented to Congress approved by the votes of the people of Kansas, .the Black BepubUcans would still have opposed her admission. They would have cried ont that "Kansas was, cohsecrated to freedom by the Missouri compromise," and never by any act of theirs would they even seem to sanction the repeal of that "sacred compact as

On the contrary bad theLccompton constitution made Kansas a free instead of a slave 8tate, against, as they conceivcd, the wished of J&e people of Kansas, none would have -Opposed it more strenuously than' the anti-Lecompton Democrats.— They Would have insisted upon the fulfillment of all the requirements, express and implied, of the Nebraska bill. They would have said to the Black Republicans that the people of Kansas must have the kind of institutions they wanted

Carolina Democrats, in the days of nulifi- always find good stock of every thing in the catcation, it was no evidence that Jackson had turned Federalist or that Webster had turned Democrat. Because 3Iason, Hunter, Yule, Butler, Soule, Jeff.
