Anyhow, if the difference between thcni was so small-, and Mr. S. was really a popular sovereignty man of the Douglas school, as wc now understand him to say he is, why did he not -rote for the original.

The- facts are these: I was one of the Committee on Resolutions, and Mr. Wallace's resolution, when offered, was referred to thati committee. The committee agreed on a resolution making,the change as will appear below* Mr. Wallace seemed dissatisfied with the report and moved to substitute his original resolution foMhc one reported by the committee. Now, sir, as a member of that committc I could not vote against our own report without stulti» fyrng myself—hence I voted against the substitution. Mr. Wallace allowed his original resolution to be altered on its adoption as printed in the Sentinel next xlay—so as to be nearly identical with our report—which was an unequivocal declaration of the doctrine of "Popular Sovereignty."
