T. WALKER* PROCLAMATION On Wednesday evening last Gov. Walk, issued a proclamation to the people of Kansas, notifying them that be bad summoned to his aid tbe troops of the United
States to assist him in enforcing the laws The occasion of the proclamation was the •^on of the Free state party in persisting in giving practical efficiency to the legislation of tie bogus Legislature ofTopeka •nd resisting the collection of taxes. The Topekaf body had passed laws conferring chartc&rs upon certain towns and bodies, ^tj^he privilege of electing Mayors, Juses of the Peace, &c., under them. The attempt to use these charters, and the refusal to pay taxes, brought matters to an issue at once between the Free State party and the constituted authorities of the Territoiy. Gov. Walker has met the emergen, cy in a proper spirit—proclaimed his intention to maintain and enforce the laws, collect the taxes, and as a precaution ordered out the troops of the United States, stationing them at Lawrence. He pronounces the course of the Free State party treasonable, calling upon all its adherents to aid in the enforcement of the laws and the maintenance of the public pcacc, assuring all that in case of obcdicncc the past shall be forgotten.
After arguing the matter at length, Governor Walker makes the following appeal to the citizens of Lawrencc.':
Your purpose, if carricd into effect in the mode designated by you, by putting your laws forcibly into execution, would involve you in the guilt and crime of treason. You stand now, fellow citizens, upon the brink of an awful precipice, and itbccomcs my duty to warn you ere you take the fatal leap into the gulf below. If your proceedings arc not arrested you will necessarily destroy the pcacc of this Territory and involve it in all the horrors of civil Avar. I warn you, then, before it is too late, to recede from the perilous position in which you now stand.
I appeal once more to your reason and patriotism.. I a.sk you in the name of our common country, in the name of the Constitution and the Union, to desist from this rebellion. I appeal once more to your love of country, to your regard for its fee, prosperity, and reputation, to your tion for your wives and children, and those patriotic motives which ought ucucc American citizens, to abandon tmtcmplatcd resolution. produce any effect upon you, I have deemed it necessary for your safety and that of the Territory, and to save you from the perilous consequences of your own acts, under the authority vested in me by the President of the United States, to order aft adequate force of the United States into your vicinagc, to perform the painful duty of arresting your revolutionary proceedings. Let me implore you not to compel inc to appeal to tliat military power which :is required in the last resort, to protect the government of your country. You cannot carry your rebellious purposes into cfi'eet
Let mo adjure you, then, once more, to abandon these proceedings, before you involve yourselves in the crime of treason, and subject the people of Lawrence to all the horrors and calamities of an insurrection and civil war. If you will now desist from the projected resolution, the past will be forgotten, as far as practicable but if you persist in passing these laws and carrying '•"them into execution, thus defying ami superseding the government of your country, the deplorable consequences must be upon your heads, and will subject the leaders and projectors of this revolutionary movement to the punishment prescribed by the law. I will accompany the troops to Law-' •'rencc with a view to prevent, if possible, any conflict, and in the sincere hope that the revolutionary movement contemplated by you, and now so nearly accomplished, Swill, ere it is too late, be abandoned by you.
If you can be influenced by no other moHive, the evident fact that the power of the government is adequate to prevent the accomplishment of your purposes should ,induce you to desist from these proceedings.
It remains to be seen whether ihe abolitionists of Lawrencc will persevere in their treasonable designs after reading this proclamation. That Gov. Walker means what he says is quite evident, and that he •will be sustained in the course he has mark-, vd out for himself by the conservative and Union-loving people of the whole country is -as certain as any future event can be.— He has done everything which reasonable men could in reason ask. Of the eight thousand voters registered only some fifteen hundred voted for members of the Constitutional Convention—and these were nearly or quite all the pro-slavey men iu jJie Territory—showing that a vast majority of the voting population were for a Free State, and that every opportunity was given them to exercise their rights.
But notwithstanding this delinquency of the Free State men, Gov. Walker, backed %p by the Democratic Territorial Convention. still declared that the constitution framed by the convention elected in June should be submitted to a vote of the people, giving the Free State majority an opportunity to reject it if not framed in accordance with their wishes. But the Black
Republicans of Kansas, it appears, have construed Gov. Walker's and the admiuis"tratiou's leniency towards them into fear of their power. It is time they were undeceived. The country is not now inflamed with the passions which a Presidential election engenders. The people of the
North know that Gov. Walker is denounced by the fire-eaters of the South for his mild Mid conservative ooiirse. They know that he has acted as becomes a true patriot, anxious to guard the rights of every portion of his fellow citizens, and they will not see him sacrificed to the mad and iu fataated fanatics who infest the precincts "of the toifn of Lawrence.
