The royal mail steamship Canada, Capt. Lang, from Liverpool on the afternoon of February 2nd. arrived here at 4 o'clock this morning.
The London Morning Advertiser has the following announcement: We regret to htar that at an interview which Lord Clarendon and Mr. Buchanan had together on Tuesday very angry words passedlbetween them relative to the Central American question.
The despatches of the Russian Government, completing and comfirming the telegraphic announcement of the unconditional acceptance of Austria's propositions, were received at Vienna on the 23d ult., and a courier immediately conveyed them to Paris and London.
A memorandum, embodying the propositions, had been signed to Vienna and sent to Paris and London.
It is reported that the Congress will meet at Paris on the 17th., that very little time will be lost in the discussion of the subject, and that the whole matter will be brought to a conclusion by Feb. 25.
The signingof the preliminaries, prior to the opening of the Conference, now awaits the arrival of the Turkish Plenipotentiary.
It is stated that Prussia refuses to agree to the condition exacted by the Allies, preliminary to her admission into the peace conferences, and consequently she will be excluded from the Conference, but be invited to sign the final deed of settlement.
Baron Brunow and Count Orloff are the Russian Plenipotentiaries, assisted by Messrs. Tiloff and Fenton. Lord Clarendon represents England Marqui De Azcglio, Sardinia Count.Buol, Austria M. Walew•ki, France Dervish Pacha, Turkey.
Correspondence from the Crimea, from the English camp, to January 10th, reports the army healthy.
The Russians continued to fire from the north forts. Prince Gortschakoff had handed over the command to Gen. Linder, and issued a valedictory to the commanders in the Crimea on the—of January.

Parliament on the 31st. of January. In the House, Lords Earl hbc1 Gosford moved to address a response to the Queen's speech, which was seconded by LonliAbington. Earl Derby did not oppose the motion, but said that he considered the Royal speech as very baie, cold and meagre.— He thought thnt.it ought to refer to the state ofafi'airs with America, India, and the Colonies a9 well as in relation to the fall of Kars. The Earl of Clarer.don replied bv referring to th« present relations with the United States. He said: In my opinion there can be no doubt as to the common-sense view of the obligations of the Clayton-Bul-wer treaty, and yet it is upon the interpretation of that treaty that difference of opinion has arisen.
In such a cf.se, correspondence was useless, and I lost no time in offering to refer the whole questiou to the arbitration of a third power, both sides agreeing to that decision. The offer has not been accepted but it has again been renewed, and I hope upon further consideration, the U. S. will acquiese.

With regard to the conduct ofMr. Crampton, he said the United States Government was perfectly satisfied, being convinced that he neither intentionally nor accidentally violated the law of the United States.— The whole difficulty was the susceptibilify of a peaceful solution, and no slight was meant by not mentioning America in the speech from the throne.
