The duties of the staff, in all its various branches, belong to the movemants of troops, and the efficiency of an army in the field would materially depend on the ability with which those duties were discharged. It is not, as in the case of the artillery, a speciality that requires also an intimate knowledge of tho duties of an officer of the line, and it is not doubted that, to complete the education of an officer for cither the line or the staff, it is desirable that lie shall have served in both. With this view I have recommended, on former occasions, that the duties of the stall'should be mainly performed by details from the line, and, with a conviction of the advantages which would result from such a change, it is again presented for the eonhideredation of Congress.
