The Africa arrived last night. The Vienna Conference held a meeting on the &th, but without any result. Sinc^ then debate has apparently been suspended*. It was not known when another meeting of the Conference would be held.

Great Britain advertises for new loans, the amount of which is not known. It is to be formally announced on Monday,

The new steam propeller North Carolina, has been sunk off Hollyhead, by a colliseion with a British vessel. ...., All hands were saved.

The position of Omar Pasha and Russians were unchanged, except that he has enlarged his line of defense in order to receive reinforcements.

The Baltic is still full of ice. New complications with Prussia arc reported.

Skirnjishing continues before Sebastopol, but nothing serious occurred up to the 6th instant.

The ninth Conference was held at Vienna on the 8th instant, and lasted but an hour. The Russian plenipotentiaries had not received instructions. Drougn Den Huys and AH Pasha were present.

It is rumored that the Western Plenipotentiaries were about to quit Vienna. This is doubtful, -everything seems at a stand still. It is said that Ali Pacha's instructions are to assent to the joint protectorate of the Western Powers, but nevertheless, expresses regret that the Sultan's sovereignty had not been reinstated.

A question in relation to indemnity for the war was deferred. There is nothing important from Sevastopol up to the 8th.

The posi'ion of both armies were unchanged. Night skirmishes, on as small scale, continue. The weather is fine and dry. The Allies report themselves ready to open a general bombardment of the city.

The Russians have constructed two new bastions and converted ambuscades into an advanced parallel.

The French are advancing towards the MalakofF works by a serpentine route. Omar Pacha had not marched on Alma as represented but occupied two villages about half a league from Kupatoria and enlarged the circle of fortifications, and the Allies sending him five thousand reinforcements.

Ten thousand Egyptians sailed for Etipatoria. The French reinforcements and those from Sardinia, will also land there shortly.

Statements made that the4 Allies, changing tactics, are about fortifying and hold as a material guarantee the already strong position of Kamkisch with 20,000 men supported by the fleet.

The advance squadron of the Baltic reached Elsinore on the first of April. The London Times has a leading article defending the Know Nothing movement in the United States

The navigation of the Baltic has been dangerous for a week or fortnight, in consequence of heavy iloating ice.

A Russian dispatch says that an army of one hundred and twenty thousand men are concentrated in the Baltic provinces, and 300 guns are afloat.

The British Parliament was not in session. The amount and terms of the proposed loau were unknown. Some suppose it to be fifteen millions sterling. Almost immcmediatclv after the announcement, the funds fell to 91^-.

Napoleon and Eugene would reach London on the 16th, and return on the following Saturday. That week's programme was published. Among the ecremonies he is to be invested with the order of the crarter.

Canrobert's dispatch estimates the loss on the uight of the second. Russians 7,00 killed and 1500 wounded. French 200 killed and wounded. Disturbances occurred at Krajova from persons illuminating the houses on receiving the news of the Czar's death.
