On motion of Hon. J. E. McDonald, Mr. Dfivid A. Shannon was called to the chair, nnd B. F. Stover appointed Secretary.

JIc said he stood upon these resolutions, and would be in favor of no others, and expected to make them the basis of his platform in the future. He said he was opposed to the principle of taking for its object a law, of seizure, confiscation and destruction, and would repudiate any law that embraoed such principles. He said this was his sentiments, without distinction of party names, and looked to the people to sustain him in

Resolved, That we fully ratify the nominations made by the County Convention of the 5th of August, and pledge ourselves to use all honorable means to secure the election «.f the same.

A liO.lIESTEAl) HILL FOR KANSAS. It appears that we have a Homestead law for Kansas, Nebraska and New Mexico. We learn from the New York Herald of the •27th ult. that, in a bill "providing for surveys, ifcc," the following section is found. The bill has passed both Houses of Congress and has been signed by the President.

2. And be it further enacted,

That, to every white male citizen of the United States or every white male above the age of twenty-one years, who has declared his intention to become a citizen, and who was residing in said territory prior to the first day of January, eighteen hundred and fifty-three, and may be still residing there, there shall be, and hereby is, donated one quarter scction, or one hundred and sixty acres of land. And to every white male citizen of the United States, or

every white male above the age of twentyone years, who has declared his intention to become a citizen, and who shall have removed or shall remove to and settle in said tcriitory, between the first day of January, eighteen hundred and fifty-three, and the tirstday of January, eighteen hundred and fifty-eight, there shall in like manner be denoted one quarter section, or one hundred nnd sixty acres, on condition of actual set- *. tlement and cultivation for not less than four years: Provided, however, That each of taid donations shall include the actual settlement and improvement of the donee, and shall be selected by legal subdivisions, within three months after the survey of the land where the settlement was made before the survey and where the settlement was made after the survey, then within three months after the settlement has been made and all persons failing to designate the boundaries of their claims within that time, shall forfeit all right to the same."

The number already exceeds the demand, and prices have declined to §4, but they still come to avoid starving on their owner's hands at home, for there will be no corn in many parts to feed them on next winter all th3t i- are therefore suitable are being sent to market to avoid one of two necessities—either to buy corn or sell hogs.

*£3?~The English flotilla in the Baltic consists of from eighty to eighty-nine armed boats, one half carrying howitzers. They nre divided into three squadrons, and each squadron into three divisions. A reserve squadron will be formed, consisting of the boats of the paddle and screw steam sloops. It is difficult to see what such a musquito fleet can accomplish, either against the Russian fortifications or the Czar's heavy men-of-war. We had supposed that the gun-boat system was finally exploded with the failure of Jefferson's famous experiment. A

steam frigate like the Mississippi, and she is no great shakes of a craft, would make as much havoc with that flotilla as a hawk with a flock of pigcons.-

the meeting to some considerable length, on the Nebraska and Kansas bill. Mr. Thomas Wilson the Democratic nominoe for the legislature being next called on addresed the meeting in a brief manner, staling, that he believed in the Compromise of 1850 and had always looked upon the Nebraska and Kansas bill as being based iiipon the same principle, as the Compromise of 1850 and he believed it to be founded upon justice, he therefore would give & it his cordial support, and would not support any man for office, who would not be in favor of that bill. lie was also in favor of the Resolution adopted at the Democratic 3 ic State Convention, on the 24th of May, and the Democratic County Resolutions adopted in this county, on the 5th of Aug.,
