To the Ivlitorof Tho Journal. I am glad to see THK .IOCKN'AL has backbone enough, and interest in the improvements of our city, to notice, as it. has. the poor gravel that in put mi our streets. It costs about 40 cents per yard to put it on in the Fall and the same to cart it oil' as muck in thespring. I have been told.by a contractor that McAdttmizod stone will cost but little over so cents per yard. What is the use of putting on the fine bank sand and clay that has been uvsd so much on the streets this Fall, when there is so much good washed gravel so close to the city? Every good road-iuaker knows that the bank gravel when exposed to freezing and thawing dissolves into a perfect mush as can be se«»n on cast Main street. TAX-PAYKU.

where th«*re is a level of society to furnish the mean for the moral poison to run its course. The material upon which the epidemic feeds is invariably in the inherited tiaits of the children, the lack of home discipline and training. neighborhood quarrels and jealousies, the night running of the streets by the children and the consequent familiarity with every form of vice and immorality. For policy's sake these epidemicsare quietly parsed over by the over-generous and overtaxed teacher who for the common good of all quietly takes the part of the district against its just critics and endures in silence the insinuation^ from Mr. A.\s family that he is "partial" to their jealous rivals in Mr. U.V family, and the next-Cay receives Un* criticism from-Mr. li family that he is "partial" to Mr. A.'s children! It well known that badness, is much more "catching" than goodness-binder the conditions above given.

In spite'of all this, by the skill of the teacher and by the sheer force of good luck a very unworthy bark is sometimes guided past hidden dangers and this, too. in spite of parents who loudly boasting of their loyalty to the support of strict discipline in the
shamefully desert their plain
duty through prejudice blinding them to the imperfections of their own children st soon as they receive the slightest rebuke for misdeeds. It is the commonest thing in the world for even highly educated parents to exhibit this species of moral cowardice and also to assume that their own children when thrown among other children from day to day with every form of disposition from a red-headed temper to a eros* cut saw. could not possibly effect their own precious offspring with the slightest spirit of insubordinadion.- They as-ume also that tinconstant annoyance should leave the disposition of the teacher entirely unniilled. The fact was mentioned some time ago in the columns of Tin-: Jornnai. that a room in one of our city schools now had il fourth teacher for this half year!
Tho reasons for such a .-slate of affairs can undoubtedly be found in the above. However that may he there i.» a ease in point where it.ispre-eminent-ly true, teveryone knows the suburban district of the Whitloek avenue school, or Fiskville as it was formerly called. The district embraces Whitlock avenue, Thompson'* Hillside addition, Fiskville and the Black Hills. Tho school was ''organized three years ago with about fifty pupils coming from the above four locations and put under charge of one teacher! Kverybody knows the result. The whole outfit got into a whirlpool of discord which created bitter jealousies and neighborhood quarrels which continue to hear fruit. If a person should go into a down town crowd and offer a wager that from some of the four localities of the above district there are not to be found parents and children with tempers as high as Gilderoy's kite and dispositions as rasping a a nocturnal debate between two Thomas cats, he would be taken as an exceedingly froh individual. Last, winter this precious missionaiy field was assigned to the prineipalship of W. !•', Miarpe. who consented to take charge of the unpromising elements, as his regular business had suffered from the prevailing financial depression. Mr. Sharpe is a line scholar and an experienced and successful teacher, who unites kindness of hearts with lirmnoss in a high degree. He took hold of the discordant elements and by sheer force of momentum skillfully carried the schools along with such enthusiasm that the factions forgot their mutual jealousies for tho time being, and everyone remembers how the schools wound up in a grand success so marked that there was a unanimous and enthusiastic call for Mr. Sharpe to taUe charge again this vear. which he consented to do. He has gradually raised the standard of work and discipline from the beginning of last year and where this settled policy required it. has had the courage to quietly weed out any element* 1 hat were not for the best interests of the school It is a irprise to those in a position to know that one of his ability and attainments should not ere this have rebuked the moral cowardice and laek of ba »k bone exhibited by certain patrons by llatly refu-ing to continue in charge of the work.

The region has it* penitentiary bird* ami has it* youngster* who are out of the pen by the leniency Of the judge it is high time for the patrons to forget their prejudice* and to have the moral courage to support every means of school discipline. There is scarcely a single instance of even the slightest correction of a pupil in this school since its organization but what has been resented by the parents, and the principal has received lrequent notes of bad grammar and poor logic from insubordinate patrons, all of which were con*igned to the waste basket without any one being in the least affectd by them except the moral dyspeptic who. under the influence of a tale of woe from some precious youngster. wrote it out and then before the sun set. kicked the same blessed kid all over the backvtird. breaking half
its rib* for the solo purpose of building up parental dignity. It i* known by

Some time ago the mail carriers of the government who hud been obliged to work over eight hours a day. sued for the money due them on this overtime work. After a hard fight thev came out victorious. A claim agent visited here aud took all the claims. None of them were allowed in f.ill but each of the following carriers and oxcarriers are benefitted by the decision considerably: Howard Craig. Frank Scott, Fount IOastlauk, I'arker Willis, •lim Kennedy. Walter Roderick, .lames Shevlin. Wallace Kinder and Will I,ayne. Howard Craig got the mo'-t. receiving about S70. with Roderick second. The unfortunate woman has been out of her mind ai various times of late years on account of the troubles with her former husband. Since her divorce she has been insane, but it is expected that she will recover soon and return home.

Parke county a t.rawfordsville police are typically brilliant. One day recently thev arrested a minister and an editor, who happened there, charging them with complicity in a local robbery. The police should exchange their Wabash diplomas for certificates froiu the Keeley institute.
