The City Council met in special session last evening to consider the new telephone ordinance and the proposed new Wabash avenue bridge over the Motion railroad. Councilman W'illiitc was absent.
The committee to whom was referred the petition for an ordinance giving a franchise of the city to A. F. Uamsey and P. C. Somerville to establish a telephone exchange, reported as follows:

Mr. Reynolds stated at length the right of the city to superintend the placing of poles and stretching' of wires to the end that the city should control the whole system.
Mr. Somerville being present asked and was granted, leave to make statement. He readily acquiesed ill the proposition of Mr. Reynolds in the city taking charge of the establishment of the lines and suggested that the pro' posed ordinance cover the whole ground.
It was suggested that the lines run along alleys so far as practicable. Mr. Robinson suggested the ditlicul ly attending the running of line: through alleys on account of the liability of obstructing such narrow passways.
Mr. Ramsey asked, and was granted leave to make a statement, lie ofl'ered no objection to the city goveriimen controlling the establishment of th lines, lint objected to the amendment reducing the rates named in the origi nal ordinance petition.
Mr. MeCampbell suggested a com promise by fixing the rates at Sil) for private residences and or $31 fo business houses.
After further consultation and by consent of Messrs. Ramsey and Somer ville. Mr. MeCampbell offered a motion fixing the rates at S'-M for private resi dences and SHO for obusiness houses On a call of the roll the vote stood a: follows: Myers anil Thomas, nay Robinson. Reynolds and MeCampbell ave. There being a majority in favor the motion was declared adopted.
Mr. Reynolds then offered the following motion: That the ordinance be placed upon its linal passage: The vote stood: Myers no. Robinson aye, Thomas no, Reynolds aye. MeCampbell aye. There being a majoring in favor the motion was adopted.
Mr. Reynolds, of the committee on the Wabash avenue bridge improvement, reportc-d having had a conference with civil engineer llall, of the L., X. A. C. ll'v., whom he found willing to cooperate with the city.
The county commissioners having been interviewed it was learned that where a bridge wa'S necessary, anil and such bridge would cost to exceed $fi0u, they were, required 13' law to build the same, but it becomes necessary to make application for all such improvements at the regular session of the board of c'onitnis:.i..iners.
Mr. Reynolds then offered the following resolution: Zi'o'iilra', That Councilman Thomas and City Attorney Whittington be and are hereby appointed a committee to draft resolutions, bringing the matter before the county board of commissioners.

There were :.'5.0I0 attended the failoil Thursday and 15,000 yesterday. The fair was a success and the management came out over Sl.ooo ahead. When it is considered that this success was accomplished in the face of opposition in half a dozen quarters it is really surprising. Hundreds of people thronged here from Tippecanoe county, ignoring the Lafayette fair and its wide open and burglarous methods.
The Crawfordsville association is paying lot) cents on the dollar and lias a big roll left. Next year new features will be introduced and the only fair on earth will be a greater success than ever.

IJAKAYETTE, Ind., Sept. S. Friday was the third day of the Northwest indiana conference. The committee appointed to revise the rules and regulations of lie Preachers' Aid society reported that there would be a number of mollifications, and asked that time be extended until the next session of conference, which request was granted. An invitation from the First Methodist Episcopal church of Valparaiso asking tho conference to meet there next year was accepted.
Oeorge W. Switzer, chairman of the visiting' committee to Dc Pauw university, presented the committee's report to the conference. The committee reported that it had found the financial affairs of the institution in a bad way. Dr. John 1'. 1). John, president of the university, said that the expenses of the institution had increased, while the income hail not, and that a deficit of about $15,000 existed,
Inillitna'H Mrnt Kreii Street Fair. Ind., Sept. 8.—The first free street fair ever held in Indiana will take place in this city next week,'September 10 to 15 inclusive. There will be military drills, band contests, balloon ascensions and other features. Itooths, tents and sheds have been erected ou the principal streets. The city council and county commissioners have granted the fair association oflieers the full and exclusivo right of all the streets, alleysand sidewalks during the week mentioned. The courthouse square will be used exclusively as a resting place, in which benches, chairs and other forms will be provided.
