there won't be any doubt that the '"tariff is a tax.'" It will not only be a tax every cent of which the American people will pay, but a tax every cent of which for two years will go into the already bursting coffers of the Sugar Trust.

Tiik Democratic plan for getting' cheap raw material is to stop the production of raw material here and rely solely on foreign countries for our raw material. The Cleveland policy for making.clothing cheap is to put an end to the raising of wool in this country and rely on Australia for raw wool for our manufactures. Hut when all American competition is destroyed the Australian wool-grower will be a mighty good man if he does not put up the price just as high as he pleases. The way to make an article cheap is not to stop but to encourage the production of it.

Tiik Democratic convention last Saturday resolved that it was in favor of the principles of the Democratic party. Now who. in the name of common sense, can tell what are the principles of the Democratic part}-'.' The per capita cost according to population exceeds the average per capita cost for the State by over '.'8 cents, and the people were taxed almost Ss.000 mop for the purpose of poor relief than they would have been taxed had the pe capita cost to Montgomery county been the same as the average of the entire State. As compared with the preced ing year, the poor expenses of this county in 1S!I3 were greater than in

The greater cost of the poor asylum is due in part to certain permanent improvements which cannot justly be classed as main tenance expenses. The expenditures for trustees' relief were reduced from the preceding year by over SI.000.

In another part of his report the Secretary says that a careful study of the figures will bring into strong re-

lief the fact that Indiana's care for her pauper* is marked rather by generosity fian by judgment. The great sums of money which are annually expended for the relief of the poor do not decrease the number needing the assista nee. but constantly increase it.

Mic inevitable conclusion must be that our system uf giving relief encourages pauperism. The more money we give, the greater the demand becomes. It is by the most continual and careful use of test.- and inquiries for the purpose of distinguishing between the worthy and unworthy, and the constant application of business principles to the distribution of public funds that we can expect to foster independence rather than dependence, ml diminish rather than augment the it-r11v of paupers.

'Hie investigation by the sugar scanlal committee has been a farce from ginning to end. The efforts of the ommittee have been more in the direction of how not to do it than to arive at the facts. lCnough has been disclosed to show that the sugar trust has a "cinch" upon the majority of the I'nited States Senate. The offensive sugar schedule, it was brought nut. was placed in the tariff bill because of some understanding between the otliials of the trust and the managers of the Democratic presidential campaign of IS ''.1. The committee lias failed to discover a single member of the Senate «*ho is in favor of the sugar schedule. but it has located the responsibility for its existence upon the shoulders of Secretary Carlisle, and Senators ormau. Uriee, Camden, Smith. .Tones and Vest. When Mr. ll.ivermeyer.the head of the sugar trust, visited Washington these Senators all spent several evenings with him at his wins. The sugar schedule is in the handwriting of Secretary Carlisle. The Secretary made a statement before the committee but lie was not cn»s questioned. Mr. llavernieyer declined to state how much the trust contributed to tin: Dcmocrated campaign fund in

S'.iJ. The Republican members ol" the .mimittee desired to compel liini to a-iswer but this was resisted by the leniocratic members. They showed a willingness to punish the newspaper correspondents for refusing to disclose the source of their informaaion, but refused to treat Mr. llavermeyer as a contumacious witness when he declined to state the amount of his contrilniions to the Democratic campaign fund. The correspondents say it was 5500.000. This Mr. llavermeyer declines to contradict. The committee should have called the treasurer of the Democratic committee, but then it was not organized to arrive at the bottom facts of anything connected with sugar. It is very evident that the trust will have what it wants or there will be no tariff bill that can get through both houses of Congress. The sugar trust has the Demoerati.- party bv the short hair.
