THE LIGHTING OF CITIES. 'The Review of Reviews, one ot the lending magazines of the country, has made an extensive investigation of street lighting in America. The statistics and information have been gathered by direct investigation and show an interesting featnro of municipal affairs. Seven-ty-five cities are considered and the result shows that the average actual cost of maintaining each electric light is §53.04 per year. To this the Review adds $33.60 per year to cover thei nterest on the investment and depreciation of property, thus making the average final cost to the cities operating their own plants §86.64. In most of these cities, however, the Review finds that the furnishing of incandescent lights to private consumers gives a sufficient profit to make the cost ot lighting the cities practically nothing. The average cost of lights in the same number of cities which rent from private companies is 8106. After adding the interest and the depreciation even these oities which do their own lighting save $20 on each light. The following tables prepared by the Review give some interesting information:

THIS coterie of .Republican Senators who are criticizing President Harrison for appointing Judge Jackson to be Associate Justice of the Supreme Court on the grounds that it as abandonment of the oolored men in the South are the same Senators who killed the election bill in the Senate two years ago. These gentlemen had given the President to understand that they would not vote to confirm any Republican he might name. Judge Jackson is opposed to States lights, a protectionist, and is sound on all the quessions of high importance to the country. Above all he is a man of the highest integrity, learned in the law and fully capable of discharging the duties of the office for which he ha. been nominated. The Democrat who opposes his confirmation because Harri son appointed bim, or the Republican who opposes his confirmation because he is a Democrat are typical representstives of that class known as peanut politicians.

LONDON'S DEADLY FOG.
England's Death Rate Groatly Augmented by It

After a summer and autumn abnormally healthy the death rata in London has suddenly almost doubled. The mortality is now abovo thirty per one thousand, the increase being most entirely confined to diseases of the respiratory organs. The cause is ascribed by nearly everyone to the loir temperature cu the past three weeks. It no.vcr seems to occur to Londoners that a lack of oxygen and the presence of poisonous gases in the atmospheres of the metropolis at this season constitute a positive danger to health. The so-called loggy days of tho past few weeks have brought perhaps greater discomfort than ever before. Tho air has been surcharged with the fumes of sulphur, carbonic acid gas and smoke. There has been very little real fog on the days when it has been as dark as midnight at noonday. The humidity has been as low as with clear skies in summer. People went about with smarting eyes, coughing and almost gasping and complaining hopelessly of what they called the fog.
The London fog can at any timo be banished by law, just as the same sort of fog has been suppressed in Pitts-, burgh aud other American cities. The same statute which dissipates the London fog will bring another great boon to the metropolis. It will give it comfortably heated homes in winter. The million or two groat fires of bituminous coal make the London fog and nothing else. Occasionally a newspaper timidly suggests that the use of anthracite coal in stoves and furnaces would banish the nuisance, but an apology and admission of the impracticability of thd suggestion always goes with it. Experts have recently reported that there is sufficient anthracite coal in Wales to supply all Britain for several generations. The death rate in London will have to go away above the epidemic point before an Englishman will give up his soft coal fires.
Influenza of a mild type is again reported from various parts of the country, but the Lancet, the chief medical organ, gives the comforting assurance that there is nothing at all approaching the visitation of past years nor is the disease likely to become so severe and extensive again for a generation. On the other hand, smallpox has broken out in an alarming manner in many large towns and typhoid fever has assumed an almost epidemic form in London. Its chief victims so far have been found among the upper classes, who, in this metropolis, at any rate, live amidst hygienic conditions which may be said to be almost ideal. But, for all that, the earl of Londesborough, Lord Halbridge and several other peers have been prostrated by the dreaded disease and there is reason to believe that typhoid rages in a laj-^e houses unknown

an Unwonted Family Tax Raises Discontent.
The British consul in Home, referring in a recent report on the condition of that city to its financial position, mentions the levy of an impost called "tassa di fainiglia." or family tax. This, according to the New York Post, is one of the taxes which all Italian communes are authorized by law to levy, but which until the present time had never been, resorted to in Rome.
The general law on this subject has fixed one hundred dollars as the highest amount chargeable on a family, whereas, in Rome, as also in other chief towns of Italy, the necessary power was obtained to raise the maximum figure to £80. This tax has caused great discontent, chiefly on account of its nature, as it is inquisitorial, and is imposed in proportion to the presumed income or welfare of each family. There are fortytwo different classes of taxpayers. Those having a minimum income of four hundred dollars a year .are taxed at the lowest rate of two dollars, and those having a maximum Income of twenty thousand dollars or moro the highest, four hundred dollars. This tax is expected to yield about two hundred thousand dollars a year.
Foreign families who have not their permanent residence in Rome, and who do not own real property or who exercise any profession and have no carriages, although they may have rented unfurnished apartments for a number of years, have not been included on tho rolls of this tax.
London Drinking Water.
Prof. Frankland, in his report just issued, speaks unfavorably of the condition of water when taken for consumption In London during November, says the London Public Opinion. He says that on November 23 the Thames at Hampton was chemically in an even worse condition than on October 17, though bacterlally it was considerably better. The water was very turbid and brown, but was in every case except one efficiently filtered before delivery The unfiltercd water, taken chiefly from the Lea by the New River company, was, on November 28, both chem ically and bacterlally in an unusually bad condition. Compared with the sample taken in the previous month, it contained more than twice as much organic matter and more than four times as many microbes. It was also turbid and yellow, but before it was distributed it was efficiently filtered and improved. The deep well waters 'of the East London and Colne Valley companies contained more organic matter than usual, but they were, organIcally, much better than any of the river-derived supplies.
