A VICIOUS PROPOSITION.

The pro|Hisilion of QOD. Kaubon l)ailv. of JeiTsrsonville, member of the Legislature from Clarke county, to tux gross receipts of county fairs 2 percent, to be applied on roadB leading to fair grounds, and to tax premiums paid In fairs "i per cent, for the road fund is most vicious in inception, and vrill result in crippling, if not destroying every fair organization in the State. The county fair associations of Indiana are not money-making institutions. They are organized and kept up bv the public spirited and liberel uien of each county fov the benefit o' the dear public, and from which the promoters do not receive a farthing in the way of dividends. The stockholders do not receive any interett on the money they have invested, and under the statute, they are prohibited from selling the grounds except, to pitiehase a more eligible site. As au investment the stock is vnlueless. The proposition is inspired by an educated hatred of corporations. So prejudiced are 6ome men against them that they even step out of their way to give them a kick.

Speaking of fair associations and their unrenumerative property and largely made so by the law which prohibits the sale of fair grounds which renders the stock valueless, Tin: .lornNIL would favor a decrease of taxation instead of an increase. The appraisement of real estate belonging to fair associations shonld be reduced to the minimun or for that matter re.uoved altogether. It is unjust that such nonproduct'on property should bo taxed at any valuation, especially when the sole object is for the public good.

S PE&KER CKSPS "SNOB". The talk of the hour is the "snnb" that Speaker Crisp received at the mugwump §12-a-plate dinner given to Grover Cleveland in New York on Saturday evening. The speaker had been invited and was given to understand that he would be expected to make speech, lie therefore prepared his remarks and handed them out to the Associated Press. Occupying the position of Speaker, a position Becond in import ance to that ofPresident,his place on the programme should have followed that or Mr. Cleveland. Hut he and his friends were doomed to disappointment. After listening to the divergent and diversified views of Koger Q. Mills, Thomas I. Johnson, Carl Schurz, Pat Collins, ex Governor Campbell, Senator Carlise and the platitudeous effort of the great prophet and apostle, Mr. Crisp put on hiB hat and coat and in a huff left the banquet. The §12-a-plate dinner has widened the split in the Democratic party, and henceforth, there will bo war to the knife between the Cleveland and anti-Cleveland factions.*

Ax effort will be made at the approaching session of the Legislature to change the time of holding our spring elections of township officers, viz: Township trustees, justices of the peace, constables and road supervisors to the November election of the "off yutr." The blanket ballot with county and township candidates will be a daisy.

Tur. proposition to suspend all immigration for one year is generally favored by the people of all parties and Congress should pass the bill without de Jay.

The grand jury went into session yes terday afternoon and its members are now busily engaged in ferreting out vine and rooting out evil at $2 a day. T. J. Lehr, one of the panel, was sick and Robert lieok *'a bystander*' was selected by high execution Bible to take his place and upon the organization of the body Mr. Beck was chosen foreman.

Dangerous Runaway.

Sam Campbell, driving a manuie wagon for Bob Davis, had a narrow escape shortly after dinner to day. The horses began to runaway on College Hill and Sam fell down on the Bingle tree. By the skin of his teeth as it wore he missed being crushed to death by the horses and wheels.

The legislature of passed an act compelling the railroads uf the state to put up a blackboard at each stut'on, on which the time of the arrival and departure of trains should be announced. In many counties the- railroads did nut comply with the law. Prosecuting attorneys over the state will now be entitled to fees amounting iu the aggregate to hundreds of" thousands of dollars. A penalty of &-"> for each train that passes bv a .station, the time of the passage (»f which is not posted on the blackboard, is provided iti the statue. To place these blackboards will cost the railroads, the agents of the latter say. over SKOOO.OOO.
