Miss Alfrey was the first graduate to appear and read her essay, which was entitled "Knowledge, tho Spring of the World's Activity." In man, Miss Alfrey said, tho propensity was to know to understand the tendency was toward progress and a longing for something higher, an enlarged sphere of usefulness and knowledge. Man was evtr restless, ever striving after attainments. An intelligent awakening, in Miss Alfrey thought, was a tendency toward God, a desire to know Him to understand Him thoroughly and to live our lives in His precepts and teachings. Miss Alfroy, as indeed nil the graduates, read her essay in a charming manner, with a well modulated voice. Vocal culture is one of tho strong points in tho St. Mary's courso.—Tvrre Haute Gazette.

AN INTERESTING SESSION.

The Council Hears Uol. Courtney's Talo of Woo and thoOharces Preferred Against the Street Commissioner.

The city council met last night with all present but Mr. Reynolds, who was out of the city. After the usual routino of business councilmau Vanarsdal arose and jmt in a complaint on account of thti filthy condition of the gutters and alleys and especially in regard to the gutter in front of tho old pump on south Washington street. This was orttored cleaned immediately.

The committee to which had beon referred the claim of Jacob Freel who was injured at the central school building, reported that the city was in nowise res[onr?iblo and the matter was accordingly drooped.

Councilman Vanarsdal moved that each councilman at tho next meeting tunko suggestion in regard to the tax levy for '9'J it must be set now in the near future.

Tho light committee reported that two car loads of coal in the light plant bins lind taken tiro from spontaneous combustion aud'had boon thrown out. The fire was extinguished and tho coal will be sold to M. J. Lee.

Tho bill for §81 for water for th® boilers submitted by tho water and light committee was repudiated as tho company refused to cut it down when the charge of exorbitancy was made. Tho management of the plant asserts that no water was used from the hydrants during the time for which the bil charged it up.

The committee on petitions reported favorably on the establishment of watering troughs on the corners of Mill and Fremont streets and Chestnut nnd Grant avenue. It was also decided to replace the fountains nt tho college and at Poole's grocery with the more practical troughs.

Somewhat of a sensation then occurred. Oouncilmnn Vanarsdal on behalf of John Rogers, .Tore Carver, John Elliott nnd others, arose nnd preferred chnrges agaiust street commissioner McDaniel. He was charged with appropriating the city's money to his own use by employing hands with the city's money to do his 'ndividual work. There wero other complaints as well and a commitmittee consisting of the Mayor and the board of public improvements was appointed to hear the complaint nnd the defense this nfternoon at two o'clock.

Another petition from the W.C.T.U. asking for the pstition of the screen ordinance was read nnd referred.

The city clerk was ordered to issue certificates of nppointment to the new city commissioners.

The commissioners teported fnvornbly in their finnl report for the opening and extension of Oak street from Wabash avenue to Market street.

A declaratory resolution was passed for tho bouldering of the north sido of east Jefferson street from Water street to the gutter already bouldered.

It was decided to reboulder the gutter north of the court house, the county having refused to act in the matter.

Bids for the extension of the Market street sower 200 feet were oponed and the award was made to Henry Clements.

A special session of tho council was ordered for the report of tho electric light committee on the cost of the plant. Tho meeting will probably bo held tonight and ii so will be an all night session as the report is a mile long.

Tt was roported that tho old calaboose had been sold for old iron, the magnificent sum of S-Al being received for it.

A new committee was ordered to rert on the advisability of opening Garfield nnd Ilocnm streets.

The new ordinance which practically oxcludes street

fakirB

was introduced

and was referred. Col. John R. Courtney was present and had a complaint. He stated that when ho spoke at the Democratic ratification mooting tho other night he had spoken against 37 tin horns in tho mouths of as many Democratic hoodlums and being somewhat worsted had temporarily spoiled his fine tenor voice. Ho wanted an ordinance passed prohibiting tho use of the obnoxious horn bv oither political party. There wore numerous loud "Aniens" during the Colonel's remarks nnd at its conclusion tho city attorney and the committee on ordinances were appointed to framo a proper law. The tin horn has got to go.
