We changi from the collection of taxes at one payment for the whole year to semi-annual payments for the reason that it would be easier to pay the tax in two installments than to pay in one sum once a year. It has been my opinion for many years that if our taxes were made payable |uaiter!_v that they would be still more easily paid than to pay semi-annually. Hut it is not my i)ur]wse to discuss that but to copy iroiu the report of the Auditor-General of l'e'iusylvania the mvijits and ex penditures of tbo revenues of that Slate, ind also tbe report of the sources from which the State derives her revenues. The receipts for the year were 81,1.57 and flowed into the treasury gradual!} from day to day, for the sums received each month were not paid on a given day of the month but from time to time, and the expenditures were also from day to day, for, as in tho case of the receipts, tho monthly expenditures were not on nny given day of the month. Mr. Windom, one of the ablest secretaries of the treasury, appreciated the value of having the pension money paid out in smaller amounts and more frequently, and to secure that end the pension agencies were divided into three classes by law, or by a treasury regula tion HO that instead of tho pensions being paid cpiarterly they are paid monthly and it would lie well if wo could adopt policy that would enable the tax payer to frequently pay in smaller sums. Whether the Pennsylvania method of raising taxes is better than our own will bear discussion. It will be noticed from the foregoing that the tax on foreign insurance companies and the tf.x on collateral inheritance is greater than the tax on real estate and personal property combined. In fact there is no tax on land for tbe amount is so small that is may bo dropped from the list of sources of taxation. II.

IVDMSAI'OLIS, Ind., March IS.—1'ang Ylm, a Chinaman of much more than local fame as a rich merchant., as an Americanized celestial, and as the husband of a very pretty American ifirl with whom he recently eloped to Chicago, has been trying to get legal recognition as a citizen of the United States. He based his application for naturalization on the fact that he had taken out his first papers beforo the passage of the law of ItSS'i, but notwithstanding this the court Thursday denied him citizenship on thd broad ground that, regardless of any step toward qualification taken .! prior to 1S32, the existing statutes forbid admitting a Chinaman to citizenbhip, and it was believed thai this implied to any step completing the process of naturalization. Pang Yim will appeal to the supreme court.

A company was formed several days ago to' prospect and the shaft is the result. The company is headed by Senator A. R. Shroyer and C. II. Stevens, of Logansport, Hon. Charles Harle.v and Landis Uiclcets. of lliis city. A number of capitalists interested in zinc mines elsewhere have been here and all pronounce indications thus far as pointing to rich' and invaluable deposits. The compatiy has leases on 1,000 acres of land #nd arrangements are being made to sink several additional shafts Experts state that the ore compares favorably with the riche.t found in the celebrated zinc mines of Missouri
Australian Llallot Law All Rl^lit. ISPIANATOMS, Iud., March IS.—Tho Indiana supreme court Thursday handed down an opinion on the new Australian ballot law. It is held that this legislature has the right to enact such a law that the failure to btamp a ballot did not invalidate it that a board should not refuse to count a ballot because the clerk had written his name in the right-hand corner instead of the left, aud that where county and state boxes were used a ballot should be counted no matter which box it was deposited in. The case involves the office of auditor of Vanderburg county.

Edward Quinlan was shot dead while fleeing from several policemen who were trying to arrest him becanse Wise charged that he had been robbed by Quinlan. It was afterward discovered that Wise's story was false, lie was accused of firing the shot that was supposed to have killed Quinlan. lie escaped and was located at I'erkinsville. where he had been liying since last Christmas. £.''0,."?'v

ence P. Martz, alias Hobcrt Spencer, was arrested at Crown l'oint Wednesday night charged with bigamy. Martz came here a year ago, and November 30 last he married lilsie Ziminer. Mis father-in-law was not pleased with his daughter's choice and began investigating. Ho found a wife whom Martz, alias Spencer, had deserted at Millciburg. Mrs. Martz will start from Millersburg to be present at the trial and prosecute her husband.
