THE TAHIFF.

In opposing the t.iriff Democrats, both orators and newspapers, work themselves up to white heat because, as they claim, tho robber tariff tasea ninety-nine for the benefit of ono that the manufacturers are amassing millions at tho expense of the masses aud that the tariff benefits only the manufacturers of protected articles. They seldom mention the itu fits arising from protection of farm products and never compare the wagc-s of Amei.can workers with those of foreign workers. They attempt to hide the fact that, while the manufacturer is benefitted, his employes are also benefitted. Comparing the wages of operatives no.v with tarilt'-for-revenue times, all other considerations allowed, and we «_v that wage earners are doing twenty-live per cent, better, at least, than ever before in the history of the country and from 50 to 75 per cent, better than the wage-workers o: any other country. These facts the .Democrats attempt to obscure and raise the howl of robber tariff and kick their boots otl' in frenzy because some manufacturers are making money. They offer uo objection to F.nglish monopolies making fortunes at our expense. They seem to have the rabies if one of their fellow citizens makes a fortune and rave about tariff barons: yet they would rather see the whole working class of America reduced to the level of the pauper labor of Europe and build np manufacturing there than see one of their neighbors prosper. But thin princijiie is English, you know, and any thing that smacks of F.nglish warms the heart of the average Democrat, lint, the McKinley law will live and rebuke the defamers while it, will glorify its authors.

DESTITUTION IN AUSTRIA.

Vienna Thronged with .Starvl|i| Country People Clamoring for Kood. VIKXXA, Feb. "J4.—The condition ol the unemployed is becoming desperate and the authorities are making serious preparations for trouble. Charitable provision has been made for many ol them and large apartments with fires to keep the unfortunates warm have been opened, as well as places where food ia freely given to the destitute. But these remedies are not sufficient to deal with the evil, which is growing every day, as the people without work pour in frnm the provinces. Groups of wretched people can be seen tramping intc Vienna, their shoes worn out, and women holding children to their breasts luilf covered with rags. They all come with the idea that the emperor will provide, for them, and most of them hold the government responsible for beiug deprived of their work. Hut for help from residents along the route many of them would perish of starvation.
