DEMOCRATIC TESTIMONY. t-ongressman Boutelle of Maine made a strong and witty speech in the House of Representatives lately. Among other good things, he said:

It has gone deeper and'Stayed out of sight longer in Democratic mud than any other newspaper in this country, and yon, gentlemen, ought not to go back on it but it hail a lucid interval the other day, on tho 7th day of January, 1H'.)2. when it said in a leading editorial: "The returns from the Bureau of Statistics of Exports of Merchandise continue to be of a character simply extraordinary. Til the month of November, ISiJI, these exceed 5110,000,000, yielding a net balance as against exports in favor of this country for that month alone of over $4o,00U,000 and bringing a net balance for three months previous to December 1, to nearly^ 8103,000,000. It is impossible that such sound facts as these shall not tell with great effect upon the general prosperity of the country. Tliey involve directly a deree of profit to the agricultural class that has uot been known in receut years, and indirectly to the transportation and Qvinufxcluring interests. Meanwhile mouey continues entirely easy and obtainable by all who have a legitimate use for it, and so far as money-making goes there is no visible reason why the United .States should not have 'a happy new year.'

And, Mr. Speaker, the only people in the United States to-day who fail to unite in that aspiration are those who claim to be the leat.ers of the Democratic party and I will say to them, in conclusion, that the people pf this great country are going to have a happy and a prosperous new year in spite of the Democratic party, the gentleman from Indiana Mr. Holman and his nickleslot machine.

THK Board of Public works of Indianapolis recently visited several cities for the purpose.of investigating the city lighting problem. The Board in its report quotes the following information from the annual address of the Mayor of Detroit:

Reports from eighty-eight, cities of the United States which are lighted Jn whole or in part with arc lights of 2,000 candle power show that tho maximum cosl per light per year is 8200.75 minimum cost .?H, aud the average cost S1O3.20. The highest price is .paid in Sanl-'rnncisco, and the lowest in Ottumwa. Iowa. The price in Detroit under the contract system, is about $13(i per year, or S'5• more than the average price. The cost per light in Chicago, where the lighting plant is owned and operated by the city, is only S50 per year, or $•"•!
