PLAIN FACTS FOR THE FARMER, The good results ot tlio reciprocity treaties recently negotiated by our Government with foreign countries is well illustrated by .the elTeet of the treaty with .SiKiin in tho Hour trade of Cuba, l-'or a nil tuber of years past the exporters of Hour from the United States have been carrying on a sharp competition with the Spanish exporters of Hour to Cuba. Although there was large discrimination in favor of .Spanish Hour imported to Cuba, the duty on which was "0 per cent., less than tho duty charged on American .(lour, stiil our exporters were able to divide t' market. Spanish Hour was a product of Kussian wheat imported to Spain and ground by the millers in Barcelona and other ports, and Alien reshipped to Cuba as Spanish Hour and admitted at the low rate of duty. The annual consumption of Hour in Cuba has amounted to about 500.000 barrels of Hour, of which about one-half, or 250,000 barrels, have been shipped from the United States. This was the state of trade up to July 1st, 1890. At that date Spanish Hour imported to Cuba was made entirely free, and 20 per cent, was added to the duty already charged upon American Hour, making the dutv on the latter S5.01 per barrel. The result of this change iu tho tariff of Cuba gave the market almost exclusively to Spanish Hour, and the imports from the United States decreased in the yejir ending July 1. 1891. to 11-l.OUO barrels, which represents only a high grade of Hour which was a necessity to bakers for pastry purposes. 13y the treaty negotiated in May last and recently put in operation it was provided that, after tho 1st of January. 1^92, the duty on American Hour should bo rei.uced from S5.01 to SI per hundred kilograms, or to about 90 cents per barrel. Notwithstanding Spanish Hour is admitted free into Cuba, tho result of this treaty provision has been that Spanish Hour is now entirely excluded from the market and the American product has been substituted in its place. So that hereafter the Cuban market will be exclusively uuder the control of the United States.

A second result, of this action will be to largely increase the consumption of Hour in Cuba. Experienced importers of Havana now calculate that the consumption of Hour in Cuba will reach 1,000,0011 barrels, all of which will go from tho United States. This is a practical lesson in reciprocity which our formers, millers, and exporters can readily comprehend.
