VALPARAISO, iS'ov. S.—A rsport lia» just been received from Santiago to the effect that Minister of Foreign Affairs Matt a litis sent a dispatch to Minister Egan relative to the Baltimore affair. It is said to be couched iu conciliatory terms and to evinco in every way a desire to soe that justice is done as soon as tho inquiry in this city concluded.

The electors of the conservative party have issued a notice declaring that Jorge Montt, the admiral of the congressional fleet, is their unanimous choice for president of Chill Their action has been taken without consulting Admiral Montt, who, with Waldo Silva and Itnruos Luco, forms the famous junta. Louis Castro, editor of La l'ratia and a prominent liberal elector, says that his party will he solid for Montt.

The Libertad Electoral, the semiofficial organ of the junta, publishes an editorial which is calculated to set at rest any feeling of uneasiness which may have prevailed here cr elsewhere in Chill It says that for the last few days rumors have been prevalent at Santiago that an alarming rupture of amicable relations between Chili and the United States was imminent "We assure the public," it adds, "that these rumors are unfounded. We know this to be a fact, for this very day dispatches have been received from Senor Pedro Montt, our minister at Washington, asserting that the utmost cordiality exists between him and Secretary Blaine. This certainly is the very opposite of a hostile feeling. Senor Montt had an important conference with Mf. Blaine, during which the Baltimore episode was fully discussed. Mr. Blaine said that he saw in the caso no reason so far to compromise the relations existing at present between the respective countries. Mr. Blaine also said that he would not form any definite opinions about the affair until the conclusion of the investigation at Valparaiso. Senor Montt reports that Mr. Blaine's reception of him was very cordial .and kind. For our part," the article concludes, "we feel sure that these facts, when they become generally known, will put au end to all disturbing rumors."

WASIIINOTON', Nov. 3. Secretary Tracy on Monday said there was no warrant for warlike dispatches at this time, as nothing could be done until the result of the Chilian investigation of the attack on the sailors was known. He saw no reason for any apprehension in tlio mind of the American public. The secretary's view is evidently shared by the state. department officials, who look with amusement upon what they regard as clumsily disguised efforts of a certain element in the English press to foment serious trouble between the I'nited States and Chill in an effort to nullify the progress made towards the establishment of reciprocity between the United States and South America.

Senor Montt, the Chilian minister, left Washington Monday night for New (lileans, to be frone one week. He refused to speak respecting his visit to the state and navy departments, but expressed the belief that matiers were progressing satisfactorily. It is presumed he sought without success to secure for the junta tho testimony of the Atnericau sailors wfcich was contained in Captain Schley's report.
