In principle there is no difference between an appointive ollice and an elective office. THE JOURNAL agrees with the AYic.s that office holding when too long continued is demoralizing. Frequent changes from tho department clerk to a county Auditor would be healthy. _____
QSINCE the enactment of [the now tariff law there has been a large reduction in the revenue from customs. This was contemplated in tho bill itself, which bore the title of "An act to reduce tho revenue." Tho total receipts from customs during the last quarter of 1889 and the three-quarters of 1800 ending September 30 were $'.237,008,•192.Ifi. Tho customs receipts the samo quarters of 1890 and 1891 were 819(5,!i02,006,90. This shows for tho year a reduction in the customs revenue of S-ll,i!90.1'25.'19, notwithstanding tho largo increase of imports. Every person in tho United States, for tho year before the new tariff, contributed S-'i.KO to tho customs revenue for the second period only 33.07, or a reduction per capita of 73 cents.

HENRY HOWE.
Henry Ilowe has completed and pnblished his "Historical Collections of Ohio," the fourth state he has thus delineated. This contains all that was in the original work published in 1647, and much more, the great charm being iu tho contrast skillfully drawn between two eras about fifty years apart. Mr. Howo was born in New Haven, Oct. 11, 1810, and is still a very vigorous man. After traveling in and publishing such works, but much smaller, on New York, New Jersey and Virginia, he went to Ohio in 18-iO and traversed every county of it on horseback, giving the result in a volumo of 000 pages, with 177 engravings from his pencil sketches.

FRANKFORT, Iml., Oct. 10.—It is rereliably reported that Kremlin Cooper, the Kokomo attorney, convicted of forgery in this court last week, will withdraw his motion for a new trial and accept the t\.o years' sentence, arrangements having been made whereby the state agrees to dismiss the other two similar elipvges against him in this county. Cooper's peculations amounted in all to about iW.OOO and there are more than twenty indictments for forgery still standing against him in Howard county. Whether all these counts will be dismissed or not is not known, but it is altogether probable they will be. Cooper will receive his sentence next Thursday.
No Fenr of I.yiicliliic H! Washington. WASHINGTON, Ind., Oct. 10.—Auditor •lames C. Lavelle tendered his resignation to the board of county commissioners Thursday afternoon. Hotli he and lturr llawes, the alleged principals in the conspiracy to burn the courthouse, are still in the county jail, having been unable to fnruisli bonds. Mitchell Lavelle, the other supposed incendiary, is still at large. Oilieers have found the keys of the courthouse used by the incendiaries in a well near the city, where they had been placed by Ledgerwood and liarbin after, as they claim, they had been given them by the auditor. All is quiet and mob law is not now apprehended.

EVANSVILLK, Iiul., Oct. 10.—-At the session of the Presbyterian synod Thursday morning Prof. Keil gave an interesting account of Hanover college. They now have ISO students and need more money for buildings. President Tuttle, of Wabash college, gave a full history of the college since its organization in 1S3M. It has now H00 students, and the college's property is worth over SSOO.OOO. President Duncan, of Coates college at Terre Haute, gave an encouraging account of that institution, which is a college for the higher education of women. The synod will meet at Marion next year.

INDIANAPOLIS, lnd., Oct. 10.—A special to the News from Kloomington, Ind., says: Joseph Fiuley has been taken to Bedford on the chargeol murdering Mrs. Alice Necieft'er in the southern part of Lawrence county. Kinley lives at Leipsic, in Orange county. The case is full of mystery. Private detectives made the arrest after a '.care ful investigation. Mrs. Nedeifer was found dead iu her house one evening last March with two bullet holes in her body. Since that time no eicw ha: been found. Kinley is a brother-in-law of the murdered woman.

JASPER, Ind., Oct. 10.—The final survey of the proposed Indiauapolis Chattanooga railroad was completed from Rockport, lnd., to French Lick Wednesday night. It it asserted that work will be commeuced between Mitchell and Rockport by January 1. The company also proposes to build a branch road from Jasper .to Terre Haute, giving them a direct line from the Ohic river to Chicago.
