TAIIIFI-' reform shouters in the lust Congress went on record as opposed to putting sugar on the free list. Willi customary inconsistency one-half their speeches were devoted to denunciation of tarilT protection as a scheme to advance the price of articles to consumers, while as many more were in opposition to the removal of the tariiF on sugars for the alleged reason that consumers would not get any benefit therefrom. How does all this correspond with the facts as subsequently developed? Has anything occurred to add lustre to the fame of these gentlemen as political seers, or to invite tolerance of their further claims to dictate the economic ]wlicy of the country 7 They insisted that (trices would not come down but prices have been so materially redneed that granulated 'sugar has been advertised to retail in Chicago at three and half cent per pound. They further insisted that encouragement by bounty would not increaso domestic manufacture nf sugar: but reliable statistics forthcoming in less than three months after the law took effect show that the output of sugar will be augmented as rapidly as time and money can develop it, while an acreage of Western farm lands never before approached in extent insures for the sugar beet a prominence in future agriculture the significance of which is beyond estimation.

To Improve Saloon**

INDIANAPOI.IS, Ind., Oct. 1.—Three hundred saloon-keepers, representing the saloon interests of every county in tho state, met in this city Wednesday to form a state organization. Francis Mur|ffiy, ex-mayor of Vincennes, who is one of the chief promoters of the association, explained that in each city of the state there is an organization of licensed saloon-keepers known as the Licensed Saloon-keepers' union, the purposes of which are to insist that all retailers of liquor shall pay a retailer's license. These city organizations have been fighting tho druggists and some grocery keepers who sell whisky at retail, but who pay no retailer's license. In additiou to securing the bringing of these retailers to time tho purposo is to suppress "speak-easys" and elevate tho saloon business to a higher piano of rojpectability. It is announced that tho association is non-political. The following officers were electod: President, William Beally, Indianapolis vice president, Daniel pFasig, Terro Ilaute secretary, Martin Grady, Indianapolis treasurer, nenry Grounert, Indianapolis. A large executive committee was chosen, composed equally of democrats and republicans, who are to call the next meeting. The session closed in the evening with a banquet.

"Going to the seaside? In November!" Emily had .stooped to pick up her truant thimbh-, but now, like the good ./Eneas, she stood amazed, with eyes fixed on her companion as if

Clara felt chilled. Emily bad been "no end sorry" tlmt she and her mother had lost cvtSry dollar had wept real tears when the time of separation had begun to seem nenr and now she was smilingly ashing her opinion of an embroidered rose.

With a girl's quick pride, however, she (lung back two rising tears, and smiled responsively. "It is a dear— like you." she said: and no ono would have guessed that sh« was disappointed. But in her heart was born a new need.

"llulloa: lb-own! \Vasn't aware you were aboard! Going east?" "Good-morning, Mr. Willis one doesn't go to California via the New York Central." "Phew! Cynical bacteria in the air. You'd better come into the smoker and smoke them out"

There was something so irresistible in liarry Willie' good humor that most people yielded to it, more or less consciously. Some amiability is exasperating and seems tos-.vy: "See how cool I keep. Don't get excited!" But Harry seemed absolutely unaware thut there was any sting in a spiteful remark. His mother had once said of hitn that he was like a lightning rod, a safe conductor for dangerous currents. "That's all right!" Mr. Brown spoko less irritably, or, rather, as if his irritation had not been meant for Harry, but directed against the world in general. "But people do say so many things without any aim whatever—or with more aim than is apparent" he added, as if a new idea had struck him. •'Did you really want to know if I took an east bound train iu order to go east, or do you ask my destination?" "Oh! pshaw!"—Marry made an effort to speak quite carelessly—"what's tho use of shamming? You're bound for a certain point on the Massachusetts coast, and so tun I. There's another point, figuratively speaking, that we're both bound for, too." "Yes," responded Mr. Drown "this train makes connections so that we reach Gloucester tit eleven to-morrow morning. It's about five miles out to the Point of I ft ir. Which of us will get there first?" "I think it would be a fair arrangement for us each to send Miss Klein a note, asking her l'or an interview. Then the choice of order would lio with her. See?" "Very well, that's fair enough But it's hardly necessary for us to torture cacli other in the meantime. I'll take the next section." "Wait a minute. We will send tho notes by mail when we reach Gloucester—start eveu?" "Yes.'1

Mr. Brown strode Into the next scat and knit his black brows over a blank sheet of paper, on which lie finally wrote with a lead-pencil which ho handled quite firmly: "DCAH Miss IVI.EIN: You promised mo UU answer this week. 1 coulil not bo content to take It from the mails. 1 must see you. l'lcaso lot mc have an hour with you im soon as vou can. Send to the Grand hotel. Very sincerely, "M. U. ULTOWN."

Harry, after summoning the porter and contradicting each order once or twice, besides squandering a very unnecessary number of silver quarters, settled himself with a lap tabic and a stylograpliic pen, and wrote the final version was finished just as tho afternoon waned into gray: "DEAnCi.ArtA: Tl is stylogruph is disgraceful, but circumstances malte it Impossible todo any better. That bear of a—no, I bog his pnrdon—but a ccrtaln gentleman Is running a race with me to seo you. or course it must bo a fair rare, and you mu? decide which shall have the first chanro but, Clara, don't you soo I can't live without you? Do keep thut In mind. Uut still, If you'd rathcrhavcAim, why—I won't pain you by sayliiH anything brutal—so goodby till we mc-et. You and your inuther must bo lonely out there: oh! dear little clrl. TUB POINT OF VIEW.

The cottage stood on a little perpendicular bluff, and commanded tho bay on one side and tho ocean on the other. As Clara sat out on tlio little tlirce-cor-ncrcd balcony and watched the water, she felt as if there were something ridiculously suggestive in her environment—Harry and Mr. Brown, tho bay and tho ocean, and she between thcin.

The sun was bright and wartn for & November day, but the wind was freshi and in one of its whiffs it carried oil a little pile of letters that lay In the girl's lap, and whirled them over the sand.

She ran down, pursuing them and, having captured them with some trouble, perched licrself on a rock more shielded from the wind and began to reread some of the pages: "Easily prejudiced In Judumcnt, enthusiastic^ uncritical, uiidUcrimlnntliiK, but excessively loyal In love, determined in hato. Little artlatlo power. Good humor under circumstance* irrltatiii« to most mons occuntonul spurts of bad temper In unexpected places." "Stern and uncompromising In habits of thought and emotion unyielding in win. gloomy disposition, tondenoj- to oxtremes, arlstng from narrowness of vlew| self-conteredand uttorly unsympathetic 'cra«»y' In action combining with a general Independence a singular moral cowardice beforn the opposition of some one porson—probably of tho opposite sex." "Well, I suppose that's Harry nd Mr. Brown. Thero's a sort of magnificence about Mr. Brown's air of rescrvo una importance, but I believe ho •selfish and unsympathetlilc.' I wonder if it was moan trick, getting their 'characters' read from their handwriting? It's a funny business, anyway, for that man-»-bnt lie's remarkably clever at it and fifty cents apiece —well it's cheap for the fun there is in it but I don't know now which I like best Mr. Brown is so distingue, and Ilarry is such a dear—but he's only a boy. It's exceedingly good of him, but it is funny!" "Dear! and Massachusetts! You'll be just lo: to our crowd. Well, that rose is finished how does it strike you?"

DISAK MADAM:
