Sept. 5.—Cablegrams

were sent from the stat« department to Minister Kgan Friday afternoon. They were the outcome- of Secretary Tracy's consultation with President Harrison, and Acting Secretary WharI ton was merely the medium for their transmission. While the authorities will not allow the announcement to be ollioially made that Minister Kgan has been instructed to recognize the eongressionalists they admit that the preliminaries have been taken toward that end. The advices received from the minister and from Admiral ltrown have been sufficiently clear as to the fact that the congre sionalists constitute the only government now in Chili, but there is a doubt whether public order had been sullicientlv restored and tin* rioting in the various cities stopped so that the element of stability could be preserved. This doubt seems also to have been settled and the news of the otlieial recognition of the junta by the l.'uited States may be looked for as soon as Minister Kgan receives his instructions. It is stated that the minister may not come home as soon as this duty is performed, but he is expected in Washington to report within the next two or three months.

The course of Admiral I'.rownand Minister Kgan in protecting the refugees is approved by the administration. Experience with South American revolutions has shown that foreign countries cann«'.»t atVord to accede to the demands generally made by the victorious party for the delivery to it of the refugees who have found shelter in the foreign legation.

mon Murray, the notorious colored outlaw, who lias dotted the authorities for nearly a year and terrorized a wide section of country, wa* killed about daylight Friday morning by Hardy Early, a colored lad of

The killing

occurred in a swamp uear Archer. Flu. Murray called on Early about 4 o'clock and ordered him to go with him to Archer, where he said he was going to "kill some crackers" and then leave Alachua county. Early did not want to go am! said he had no gun, but Murray took Early to the latter's brother's house ami made him produec a doubleburrclcd shotgun. Hoth barrels were loaded with buckshot and Early put in iifteen more in one barrel. The two then started toward Archer, having to pass through a swamp or. the way. When they got into the swamp Early pretended he did not know this trail and asked Murray to lead. Murray took the lead ami immediately Early poured I the content* of both barrels into the back of Murray's head, killing him in-| stantly. Eatly then notified the people at Archer and a crowd went to the spot, brought the corpse to town! and afterwards sent- it to (*ainesville.
