THE NEW YORK.

The latest addition to tho United States navy is tlio armored cruiser New York, from the yard of the Cramps, on the Delaware. It is specially arranged for Hagship. This floating fortress has tt displacement of 8,150 tons, with engines having a collective capacity of 18,000 horse power—nearly 8.000 more than any vessel now in the service. Tho four engines are arranged two on each side, so that but two need run at a time when maximum speed is not desired. The length on tlio water lino is SJ80 feet 6 inches, tho molded breadth (II feet, the mean draft 23i feet, and the full complement 475 officers and men. The total cost is not to exceed $3,500,000.

The French minister is expected in I'ekln now. and it is believed he will take severe and emphatic measures to secure a complete indemnity.

SAN FKAXCISCO. Sept. 4.—The steamship Gaelic has arrived twenty-two days from llonfj Kotitf, thirteen days from Yokohama. The Wuchang correspondent, writinp to the North China News under date of Aujrnst :t, says: The. patience of the foreign population is woll-ni^h worn out at the tardiness shown by the Chinese otlicials in punishing the perpetrators of the Wusueli outrages. The second batch of offenders, eight in number, have been convicted of mimic.*, assault and pillage, and sentences of penal servitude for life, banishment for life and branding on the face or back have been imposed.

On July 4 two of the murderers were privately executed at Kuangehi. On July (1 a subordinate mandarin was removed from otlice, though not otherwise punished. The authorities then professed to regard the matter as closed, except as to money reparation. After strenuous representation his excellency Chang Chi Tung consented to reopen the case July 00. Three men confessed to murdering Messrs. Green and Argent, two more to beating ladies and looting the premises and three to simple looting. On the same day, or fifty-four days after the riot, notices were posted for the first time ottering rewards for illformation concerning the rioters.

July 30 Admiral llelknap, commanding the American syiadron, received a telegram from Foocliow nnnouncing that trouble was feared at that city, and asking that a gunboat be sent there. One of the American cruisers was at once sent there. On July 31 Admiral Rclknap received a second telegram from Foocliow saying that tho Chinese had posted placards with the words: "Exterminate the foreigners." The telegram also stated that000 Ilonan soldiers stationed at Foocliow threatened to join in the uprising.

CHICAGO, Sept. 4.—Eighty members of the national world's fair eommision and 100 members of the board of lady managers listened Thursday morning to the arguments of members of the American Sabbath union for closing the world's fair Sundays. The arguments were presented by Col. Elliott F. Shepard, S. F. Scoville, Gen. 0. 0. Howard, F. A. Fernlcy, E. F. Cragin, F. L. I'atton, 1*. S. Henson and L. F. Coffin. The joint body listened respectfully to the arguments, but took no action. Tho commission has decided not to vote on the question tfntil after the local board of directors shall determine what It wishes to do. Then the national commission in its capacity as a supervisory body will exercise its power to concur or dissent.

The general sentiment on Sunday closing appears to be this: 1. All machinery should bo stopped. 2. No sales of general merchandise should be allowed. 3. The sales ot liquors should be suspended.

It is further the general opinion that with the rcstriciions indicated, the doors should be opened. Ample facili ties for eluirch services will, it is said be provided on the grounds.

NEW HICHI.A.VI), Wis., Sept. 4.—The hardest frost of the season was reported Wednesday morning. Corn and buckwheat In low places were seriously damaged. In Polk county these crops were totally destroyed.

THE DALLES, Ore., Sept. 4.—As a result of Wednesday's (Ire about one third of this city is in ashes and not less than 1,000 people are homeless. Kighieen blocks were totally consumed, Many business houses, together witlrC0 or 000 residences, are but a mass of ruins. Not much less than 81,000,000 worth of property was destroyed.

LONDON, .Sept. 4.—Edward McCaffrey one of the men convicted in 18s:i for complicity in the invincible conspiracy which culminated in the murder of Lord Frederick Cavendish and Mr, ISurke, and who was sentenced to ten years' penal servitude, has been re leased from prison and will shortly leave for the United States.
