Germany a movement is on foot to introduce legislation, aiming at the appointment of guardians for habitual ilrnnkarils. M'hy would not this be the solution of the vexed question? Anyone who has become a habitual drunkard should have a guardian whoso duty it should be to receive and expend the ward's wages and prosecute anyone who should sell lii'm drink. This would secure to the drunkard's family the means which the drunkard weeklv spends in debauchery. Many families, now suffering for the necessities of life, would then be placed in a position o( partial independence.
