EXHIBITION RUNS.
A Citizen Quotes the Law on the Subject and Warns the City Aeainst Continuing Them, 'IVulie Kilitnr 'iiie Journal.
In looking over lho ordinances of the city I find under ordinance 23(1, "Fast Driving," Hee. 14 "It shall be unlawful for any person to ride, lead or drive any animal along any street or alley of said city at a faster gait than six miles per hour, or to ride, drive or lead any animal on or through any of the streets or alleys of said city in a careless or reckless manner, whereby any person or property is injured, or put in danger of harm or injury. Anyone violating the provisions of this section shall be lined upon conviction in any sum not exceeding S00.
The question arising out of this ordi nance is, has the Fire Department a greater right than other citizens to violate said ordinance in driving at an immoderate and dangerous speed through the crowded streets of tho city under the pretext of exhibition runs of the tire department, to see how long it takes to arrive at a given point from the City Hall and throw water from the hose. In a recent case decided by the Illinois Court of Ap]eals, it is held that a city ordinance against immoderate and fast driving has the force and effect of a statute, and is binding upon the Fire Department as well as ujxn the driving of ordinary vehicles, ami that the rights of the Fire Department are not hujktior to those of ordinary citizens to exempt tliem from llu rules of tho common laws, requiring the exercise of projer prudence and care in the use of the streets, so us not to cause injuries to other ]ersonfi lawfully upon them. The application of the nil,' d(x*s not perhaps apply in an emergency arising from fire in order to save pro]erty from destruction. From this it seems that if any person should get killed or crippled or injured, the city would Iki liable for the damages. Would it not bo well enotigl for the Fire Department to pay attention to the ordinance in such easo made and provided, and save the city needless expense. Respectfully, Citizen.

A. E. Turner, of the Cumberland Presbyterian college, Lincoln, Neb., is probably the youngest college president in tho world. Ho was born in 1SC2, entered the institution of which ho Is president at the age of fifteen, graduated in 18S1, was principal of Ashmore (Ills.)seminary for three years and then became professor of n.iti-ral sciences at Lincoln. He was made president in 1SS8, when he was twenty-eight years old. Dr. William Rainey Harper, who was unanimously elected president of the University of Chicago, was born in New Concord, Muskingum county, O., July 2G, 1S56. Ho entered the Muskingum college at ten and took his degree of A. B. at fourteen. At seventeen ho entered on the higher course at Vale, and at nineteen received tho degree of Ph. D. Ho was mado professor of Semitic languages at Yale in 1S$0.

Detroit. Mich., Aug. 8.—To-day Detroit is in full bloom for the twentyfifth reunion of the O. A. 11.. the triumphal arches, the decoration of public buildings and of business houses, excelling in artistic beauty, variety and extent any similar preparations in honor of the veterans. This is the verdict of all the past commanders who have attended all of the reunions of the army.
Not only In the matter of decorations is the city prepared, for all grandstands, all arrangements for medical and hospital service, all camps and all headquarters preparations ave completed, and they are perfect in appointments.
Department headquarters by States will be iocateil as follows: Arkansas, Connecticut, Illinois, Indiana, Kentucky, Maine, Ohio, Texas, West Virginia, Wisconsin and District of Columbia, at the Russell house,
California, Iowa, Massachusetts, Michigan, New Hampshire, Pennsylvania, Rhode Island, South Dakota, Vermont and Women's Relief Corps, at the hotel Cadillac. Commander Veazey and staff will ai.3o have their headquarters at the hotel Cadillac.

To date the registration committee have received notices from over 300 regimental organizations, representing for-ty-live of the states and territories, that they will be present and quarters have been assigned to all persons and organizations who have applied. All branches of service in the armies of lS01-'05 will be represented and, what is most uncommon, every one of the divisions in all the armies of the north will be represented.
There will be held during the week the annual convention of the National Association of Naval Veterans and reunions of the "Comrades of the Rattlefield," of tho "Medal of Honor Legion, of the "Association of Survivors of the Mississippi Ram Fleet and Marine Brigade," of the "Silent Army of Deaf Soldiers, Sailors and Marines of the "United States Veteran Signal Corps Association of the "National Association of ex-Pensioners of War of "Old Army and Navy Musicians of the "United States Maimed Soldiers' League of the "Royal Legion the "Sons of Veterans the "Daughters of Veterans the "Woman's Relief Corps," and others.
Finally, the programme announces reunions for forty-eight Michigan regi mental organizations, for thirty-nine Ohio regiments, for twenty-one New York regiments, for sis Wisconsin regi ments, for fifteen Illinois regiments, for eight Massachusetts regiments, and for upward of sixty other regiments from all parts of the country.
The streets are crowded with men in blue coats, and still these are only a dnjjp in the bucket as •compared to the number who will pour into the city in the next twenty-four hours. There seems to be every reason to believe ihat the silver encampment will be just what has been prophesied and intended —the greatest gathering of veterans since the grand review at the national capital at the close of the war in 1S05.

ing accident occurred at the American iron works, George Singer, 18 years of age being the victim. He had been engaged at the rolls in the hoop mill, grinding the red hot iron rods as they rapidly passed through the rolls, when through some mishap he failed to oatch one of the glowing red ribbons of iron, and before he could realize hiB danger it curled and penetrated his groin on the right side, burning its way through the entrails. The cries of tho unfortunate younR- man were heartrending as he writhed in agony while the iron was doing its work, no lingered a fewhours in the utmost pain before he died.
