I prison by John S. Sullivan, of JetTerson City, Mo., Thursday. Millivnn bid sixtv-six cents a day each for the labor of 100 convicts for ten years, but for some unaccountable reason the prison directors accepted a bid froth the Dennis Clagget Company for eleven cents a day lesson each convict. Sullivan demands, therefore, damages to the amount of $50,000, which wouid. he avers, have been his profits on the contract.

Deputy Attorney Cieueral .Hugh Leech, of Indianapolis, learnintr this, came to '.his city and compelled the payment of the amount by isMiing mittimuses, and placing the same in the hands of proper ollicers to force payment. This brought the entire amount from the pockets of the justices.

They also brought the gratifying intelligence that he had done this in compliment to the United Mates and at the instance of this country. While the relaxation was described as Umporary and intended by the czar as a resp.te until lie could consult with his political adv ser. there is no doubt that it will lead to a permanent modifiealion of the oppressive orders of expnlsion. The matter has been very deli- I cately managed in its diplomatic bearings. Mrietlv speaking the action of the czar in expelling the .lews wasa matter of purely domesiieeouceru. with which neither the I nited Mates nor any country had anything to do. A diplomatic remonstrance would have been resented, but means were found for putting the matter iu its proper light before the czar. 1'resident Harrison interested himself personallv. Some time ago a delegation of leading Jewish citizens headed by Jesse Seligman, the New York lianker.and Oscar Mraus,.ex-niinisier to Turkey, waited on lum aud he assured them that the best efforts of the ad- I ministration would be used to soften the rigors which the Russian Jews were enduring. Minister Smith sueceeded in bringing the subject to the czar's attention in a favorable light in a personal message from 1'resident Harrison. After the minister's departure renewed representation.'-' were made by Consul General Crawford. He lias represented the United Mates for many years at St. Petersburg and is a great favorite with the Russians. To his tact in great measure is due the I willingness of the czar to suspend the anti-Jewish policy of the empire. World-wide interest has been taken in the sufferings of the Russian Jews and it is a tribute to the United States that this influence has been aide to acI complish what all the rest of the world could not do.
