has an article

on the City Control of I'ulilie Works, which discusses what is becoming a question of Berious consideration to wellgoverned municipalities. Massachusetts has recently by legislation authorized Boston ami other large cities of the .State, under certain conditions, to own and operate their plants for lighting. Many American cities control their water supply, and it is equally practicable for them to furnish their own lights, indeed it is highly probable that this will ultimately liecomu the custom. A letter from London to the New York

in regard t" the financial condi

tion of that greatest city in the world, is quoted, in which tho following statement occurs:

The amount of bonded indebtedness expended on what are called "productive" improvements—that is, water and giw works, markets, cemeteries, street railways, harbors, dix'ks and piers—all under municipal control, is c-!3r,090.05:-!. and, in this connection, it is authoritatively asserted that, the.se productive works to-day represent a capital value greater than tho total municipal indebtedness of the country. In other words, the profit from the productive works is more than sufficient to support all the non-productive institutions, such as police and police stations, hospitals, asybims and the like. Nearlv 200 towns in Knglaud now own and ojterate their gas works. London is seriously considering the advisability of buying out the water companies at an estimated cost of 8100,000,000. and the first steps have already !een taken for tho purchase all its street railways at 870,000,000.

INDIAN'ApoLrs, Ind., June 23.—The supreme court on Saturday, in tho case of Egbert Jamieson vs. the Indiana Natural Gas Company, appealed from the Porter circuit court, upheld the constitutionality of the act of the last legislature prohibiting' the use of artificial means to Increase the pressure of natural gas above 800 pounds to the inch. The effect of this decision is to prevent the piping of natural gas to Chicago. Mr. Ford Winter, attorney for the Chicago company, said the decision would not seriously affect his clients, for by establishing pumping stations at short intervals the CftiO pounds pressure secured at each station would be sufficient to put the gas
