good tariff argument in the following: '•The best market for the farm is in the factory, and both the farm and the factory make the most money when they stand side by side. Mr. Mills wants to keep the cotton factory in Lancashire and the cotton farm in Texas. Protectionists believe in placing them as near each other as they can be brought. This is true of all agriculture. It is particularly true of cotton, whose cultivation leaves long idle months in the winter, and which requires a great rush of labor at cotton picking. When the factory and farm are side by side in Texas, and labor fully organized, each will have a better market than now, and each will draw labor from the other in this seasons when each needs it."

TnE distribution of the appraisement notices began yesterday and little knots of real estate owners are to be seen on every corner discussing and cussing the new law. There are some who vent their wrath on the Assessor. If these persons would but take the second thought they must know that the Assessor is an officer or the law and that he is sworn to '-faithfully, impartially and honestly discharge the duties, and that he will assess all property at its true, cash value, as such value is defined in section 53 of the act concerning taxation.* In view of this fact the Assessor is not to be censured. It is tho law that should le cussed and not tho Assessor.

A MOTHER'S AWFUL DEED. Kansas City, Mo., May US.—The Star's Topeka (Kan.) special says: A small four-room frame residence at the corner of Buchanan avenue und Gordon street was burned Wednesday morning. In the ruins were found the charred remains of Mrs. W. A. UptegrofT, aged 23, and her throe children, all girls, aged from 15 months to 5 years. All the surrounding circumstances point to a deliberate and carefully planned triple murder and siicide. The scene of the tragedy is in a sparsely settled portion of North Topeka, and among an ignorant class of day laborers. The fire was discovered about 10 o'clock. The house was supposed, by the neighbors, to bo uninhabited. It has been learned that the family moved Into the house about a month ago. The father is a teamster and left home early tn the morning to hunt work. He has not had any work since he moved here, and both he and his wife have been very despondent. He was found about It o'clock and told of the terrible fate of his family.

He couid only talk incoherently and could give no information whatever to throw light on the affair. Mrs. Updegraft had frequently talked to her neighbors about her husband's Inability to find work and the large family to be supported. Tho only other theory that can be advanced Is that the mother and children were asleep, and being suffocated by the smoke were unable to raise an outcry. The fact that all of them were in one bed, with the windows of the small room closed and the door fastened, points, however, to the theory of murder and suicide.

TEX PERSONS PERISHED.

Pabis, May 2S.—A most destructive Are occurred In Dunquerque, a littlo town in tho northwest of Franco, Tuesday. A petroleum refinery was destroyed, involving a loss of half a million francs, and a number of other similar establishments In the immediate vicinity were for some time In gTeat danger. Ten lives wore lost before the (ire was finally extinguished on Wednesday, and some harrowing scenes were witnessed. One workman in endeavoring to escape from the building was cremated before the eyes of thousands of people, who were powerless to help him. The local fire department was unable to cope with the fire and the pompiers of Calais, Dieppe and Boulogne had to be brought on the ground before the fire was finally subdued. The soldiers rendered efflolent help in saving eight large petroleum reservoirs, which are close to the

morning, at 3 o'clock, as n. Bollermeier was on his way home, he was attacked by two negroes, who, under the muzzle of revolvers, compelled him to give up his cash, 88,000, and other articles of value. Mr. Bollermeier was then bound and gagged and left unconscious. As soon as Bollermeier was found and the situation made known a posse gave pursuit and captured the negroes at Lenseburg. Two thousand dollars was recovered, the negToes having managed to secrete 50,000 of the money. The negroes are now in jail here.

American Rights Interfered VTlth. Halifax, N. S., May 26.—A cablegram from St John, N. F., says the French warship ul St. George's bay refused to allow Americans to take or to buy bait there. Under the treaty of 1818 Americans have the same rights as the British on the French shore, and they have never before been Interfered with by the French. The consul has telegraphed Mr. Blaine for Instructions. The French have no rl»ht to interfere -with the Americans, as the British government denies to the French any jurisdiction in territorial waters.

Y., May 28.—The six-ty-second anniversary of the Brooklyn Sunday-school union was celebrated by exercises at tho various Sundayschools, and a parado consisting of eleven divisions and six subdivisions of Sunday-school children, 67,000 children being in line. The flaps were displayed on the public buildings and most of the houses along the line of march.

Washington-, May 28.—Taylor, Enloe and McMillan, of Tennessee Crisp, of Georgia Wilson, of Kentucky, and Dalzell, of Pennsylvania, have been appointed by the house of representatives to attend the funeral of the late Repre sentative Houk. of Tennessee. Sen ator Harris, of Tennessee, and possibly some other southern senator will represent the senate at the funeral.

To the Editor of The .(ourim!. Wayxktows, May 27, 'SH. -I see by the Daily JontNAL of the 'itith inst. an account of conveyance ol real estate made by Bazil Tracy to Tlios. J. Mills in which statement are several grave errors which I do not think you would have made if you had been properly informed of the facts in the case. You state that the land conveyed was much of it tho garden sjxit of the whole community, when it is not more than average quality of land in the whole neighborhood. You also say that there were 1,000 acres in the tract, and* that tho same was sold to Mr. Mills for the "magnificent pot j? .00(). or Slt.00 per acre," when the facts of the case were, there were only 574 acres, which you can see by going to the Recorder's office and examine the deed. The consideration in the deed was SI 1, ISO. For this sum Mr. Mills gave his notes secured by a mortgage on the land drawing interest from date. These are facts. Some of them you may learn by reading the records. In conversation with a gentleman thiB morning he said ho was well acquainted with tho land and that there was much of it ho would not pay 810 per acre for. I give you the above as facts as I am very certain you have been deceived about the whole affair.
