THE HtijK'rintemlent of Census lm.s made a public bulletin in which are given statistics upon the subject of asylums for the insane in thel'iiiUidStates. These statistics were prepared by W. H. Olcott under the direction of Dr. John S. Hillings. The liulliton shows that the total number of insane persons treated in both public and private institutions during the year 1889 was 98,535. while •during during the year 1881 there was •(i.M5 treated, showing an increase in the nine years of -11,830 or 73.53 per cent. I'll is percentage of increase, when compared with the percentage of increase of population in the last decade namely 31.Si does not indicate an increase in the proportions of the insane persons to population but rather an increase in the amount of the asylum accommodation provided, and a willingness on the part of the public to make use of its facilities thus provided. The figurers for the actual number of insane in the United States cannot be determined until '.ne work of eliminating all duplicate reports of cases has been completed.

SECHETARY FOSTER has under consideration another proposition that has boon suggested to him for getting the subsidiary silver coin in the Treasury into general circulation. This proposition. which the Secretary is said to look upon with considerable favor, affects particularly the silver half dollars. It is suggested that the Department put. into the depository banks located in tho most remote sections of the country, such as Washington, Oregon. Texas and other States, amounts of this coin ranging up to 810,000 for an exchange of equal amounts of lawful money from the banks. It would then, in tho course of business be paid over the bank's counters and would therefore become distributed in a section of the country where it would not be returned to the sub-treasuries for exchange for paper money as rapidly as it is in the vicinity of the sub-treasuries. Frequent representations have been made bv public men to the ollieials of the Department oT the scarcity of fractional silver coin in the sections referred to. and the opinion is expressed that the course above indicated would, if adopted, help to solve the problem that now confronts tho .Secretary.

—The death is announced in England of John tlampden, who some years ago rendered himself conspicuous by maintaining tluit the earth was flat lis wrote pamphlets and delivered lectures on his favorite theory, aud his delusion continued until his death. —A Pennsylvania man says lie knows of a spot where at least 5,000 serpents were bunched together for the winter. There were, no fancy snakes among them, but just common, everyday snakes, such as blue racers and rattlesnakes, and he asks no particular credit for his discovery. —A woman of Valley City, Dale., wagered that she could put the slips on live pillows while any man present at a church fair could encase one, and seven different men took her up ami suffered defeat. No man can ever acquire the knack of holding a pillow in liis teeth to work with both hands. —A doctor hi Paris was called to attend a popular actress whose face had been sadly damaged by a carriage accident. He came to the conclusion that to preserve her beauty it was necessary to repair the lady's face with a piece of human skin, and according ho provided the remedy by removing a portion of his own. —The Queen of Spain is laboring under a mania or hallucination that she will some day come to want, and she is therefore laying away every penny she can rake and scrape. She even borrows small coins of the pages about the palace and forgets to repay them, and the other day she was caught selling fourteen pairs of her old shoes for four cents per pair. —An Ohio man who was in Pittsburgh looked like a noted crook, acted in a suspicious manner and could not tell a straight story when arrested, liven before a jury ho made his case so bad that he got five years in prison. It has taken two years to prove he was entirely Innocent and to get him pardoned, and It will be i»ilesson to him to learn how to talk straight —Mr. r. T. The presidential train arrived at :so'clock a. in. Saturday and was sidetracked until 7 o'clock, when tlov. Thomas, Mayor Scott, Congressional IVlegato Cain and a law reception committee called with carriages and escorted the party to the Walker house. Grand army men and confederate veterans. headed by a Viand, formed the escort from the railway station. A large number of people were on the streets and the president was heartily cheered at many points along the route. After breakfast the president was escorted through the principal streets of the city by United States troops, the local militia, former citizens of Indiana and voters for William Henry Harrison, fire companies aud trade organizations. The streets were crowded and much enthusiasm was shown. The decoration of buildings along the line of march was general, anio'ig the places made conspicuous by a profusion of bunting being the temple and President Woodruff's house. A large strip of buntintr bearing the words: "Fear (iod honor the president," was displayed from the temple.

The houses occupied by Hrigliam Young's w:ves were decorated with bunting. On lirigham street the school children of the city, nearly 5.000 in number, were concentrated, and they greeted the president- by waving ilags and scattering (lowers. It was a beautiful sight, and tiie president seemed touched as he passeil the long lines of little ones. The children sang "America'' and "Hail Columbia." the president acknowledging the compliment by keeping his head bared until his carriage had passed the end of the line. Public exercises took place at Liberty park anil were witnessed b.v several thousand people, (iov. Thomas made the address of welcome on behalf of the territory, and Mayor Scott followed for the municipal government of Salt Lake City. To the complimentary expressions of these gentlemen the president made a speech of thanks, which was frequently interrupted by applause. This concluded the exercises and the party was driven to the train by a circuitous route to enable the members to see places of interest. At noon the train left Salt Lake over the Denver & Kio Grande road.

In his speech at Liberty Park the president said: "Purity of tlio ballot box, those wise provisions and that careful guardianship tbut shall always make the expression of tinwill of the people fair, pure and true, is the essential tbin^ in American life. We are a people organized upon the principles of liberty, but, my fellow countrymen, it is not license it is liberty within and under the law. I have no discord as a public officer with men of any creed, re liifious or political, ,if tUey will obey the law. My oath of office, my public duty requires ine to bo ngainst those who violnte the law. The foundation of American life Is the American home. That which distinguishes u* from the other nations whose political experience and history have been full of strife and discord is the American home, where one wife sits in single, uncrowned glory."

For the first time in its history the tabernacle floated the stars and stripes from its roof, and its congregation had gone farther in its endeavor to honor the president by arranging for a trained chorus to sing patriotic airs during the presence of the distinguished visitor within the building. Six thousand people, most of whom were school children. assembled in the tabernacle and waited an hour for the appearance of the president, but his time was too limited.

GI.KXWOOII Si'uivos, C'al., May 11.— The presidential party arrived here early Sunday morning. Shortly after 8'o'clock a. m. the visitors were welcomed by Mayor Rogers and escorted in carriages to the (Jlenwood hotel. The president. Postmaster General Wanamuker and Mrs. McKee afterwards attended divine services at the First Presbyterian church. During the afternoon the president received the delegations from Leadville. Aspen, Colorado Springs and elsewhere. A children's mass meeting was held at Durand's opera house at'J o'clock in honor of the visitors, and it was attended by an immense crowd. After the usual devotional exercises Mayor Kogcrs introduced the president and postmaster general, each of whom made a short address.

I.VIUAX.M'OI.IS, Ind., May 11.—The sup'eme c.urt of Indiana has sustained the new law limiting a day's work to eight hours. The complainant in the case, John (Iriswell, testilied that he had worked for the Noel Flour and Feed Company ten months for the agreed sum of S1.2" a day. That during that time he was kept busy eleven hours a day. When lie was discharged he demanded pay for the extra hours, and under the court's decision he recovered the amount claimed. The court holds that unless there is an expressed agreement to the contrary, employes who are required to work more than eight hours a day must be paid extra.
