FOR THE BOARD TO CONSIDER. The Auditor is now making a new set of transfer hooks for theeounty. These books are necessary to the office, in fact it e.-mnot run without them. They are the tools of the Auditor with which lie lie constructs his tax duplicates. I'or this work Mr. Goben expects to bleeil the county to the tune of ten cents description, for every piece of land and every town lot in the county. His bill will amount to probably §1.000 or Sl.-IMI. There is no statutory provision for the allowance of any such claim. The law provides that he shall have ten cents per description for each deed_transferred but it does not provide for constructive fees for making transfer books, and any such account is illegal and a clear robbery of the county. The Auditor of Clinton county. Mr. Gaskill, had his bill for this work disallowed, and was glad to compromise for a very small" ', sum. as lie knew the making of the books would embarrass the Auditor worse than anybody else and therefore he should make them.
The deed records of the county are all the public needs. 'While not so convenient as the transfer books, they are amply sufficient for the purposes of abstracting. The Auditor is not entitled to a single cent for making transfer books, any more than he is entitled to a extra pay for making the tax duplicates for the county. Goben has bled the gravel road fund every year since he has been in office by collecting transfer fees. money lo which he had no shadow of title, and for the payment of which no provision is made in the gravel road law. lie has collected each year one cent each for filing 16.000 assessors' blanks and an equal number of statistical blanks when they are bound in books and left in the office, and he would be entitled to only one cent for each book. The filing of a transcript in the Supreme Court means one iile mark, not a lile mark and a charge for every motion, demurrer or what-not contained in the transcript. It remains to be seen whether the Board will be put to sleep to the jx-ople's interest by the siren smile of Mr. Goben. That smile which ripples up and down the earth with steady sweep and never ending undulations accompanied by a picturesque and heretofore unknown clasp of the hand and soft whisjier in the lug of humanity has brought disaster ujxin disaster on the heads of the good people of tho county. They have stood like young geese open-mouthed in a thunder storm, charmed by the smile, the shake and soft voice in the ear. while (loben the alleged reformer has gone through them, has lived fat. has violated the law. and collected constructive fees. "Will this Board allow the robbery to go onWill it allow
Goben a big fee for making transfer xiks which it is his plain duly to make under his salary Will it allow him SHOO or more, as has been done, or will it allow him what he earns and no more. The Board by keeping awake to the interests of tho people, and saying, "get thee behind me, Satan" to the smile, the shake and the sweet voice can save in June next some SI,200 to SI,500 to the people of the county. It is high time the jieople and not the ]iersonal interest of smooth tongued jxiliticians would claim the attention of the Board nnd County Attorney. The Republican Commissioners and Attorney can do the
county good ere they turn it over to
