In tliiit j»uoi] ohl-fiisliionocl time of siinjilo faith and opon belief, wlien anv political party assumed JMUVIT in the government, whether city. State, or nation, it assumes full responsibilitv. That which was c^ootl in its administration of the government went to its credit: that which was bad went to its diseredit. The people did not n.sk. after they had given it. full power, whether it would choose faithful and friendly agents to Serve under it. They took it for granted that in human wisdom it would follow the lesson of human experience that a friend is safer than an enemy. 'Hie plain people of that period had never read in the liible, not in human history, that an enemv is more dependable or more serviceable, either in public or private life, than a friend. '1'lie Pharisee came tr. re verse all this He came to teach that partyism. or love of party, or activity in politics was a peri! to the republic that constant political agitation was hurtful to the tuition: that the political caceus in the township, otherwise the town meeting, was a menace to the republic: and that activity in politics made a man dangerous to the government. For my own part believe in the old theory. I believe in the politician—otherwise in the American who takes an active personal interst in public affairs, beginning witli the smallest ulliee aud continuing through to the largest rather than ill the Pharisee. who would introduee into th" republic the doctrine that private or individual interest in government is wriirfg. that, olliceholding does not concern the ]eopli and that life-tenure in

in both wise and necessarv. lelieve. too. that (?verv good American citizen is a political), it is a good word, although the Pharisee would make it an epi! hot. 4- 1 would renew the custom of the fathers, and teach in the home, even before the caucus is reached, and again in the caucus, and again in the local convention, anil again in i-very convention and election, until the top is reached, that, every bov ami every citizen should take tin "interest in the proceedings at. very step, and that every Tamily in the lau'd should be informed in regard to it as well. ]t is on the, hearthstones of tl.is country that all great political .jtieslions arc finally setled.

this glowing compliment to the recent lamented Democratic legislature:

it looks as though the late legislature hail made a great fool of itseir in the inI aetiriciit ol the new assessment Jaw.

Thi' plan of doubling the assessment and at tlie same time increasing the rate of taxation oil |x-r cent, is the crowning piece ol idioev recorded iu Indiana legislation. which has never been siillieientIv brilliant, to the plaudits or the intelligent world. An increase of either the rati! or the assessment was necessarv. but. the increase of both to the extent contemplated was not necessary. and it deserves censure. It was necessary to provide foiMhe maintenance of the insane, and it was necessity for doubling the state tax at one jump.

ViNCEN-.VEs, Ind., April 27.—One of the most remarkable election contests known is being fought here by the people of the Third ward. In May, IS'.'O, at the city election there were two candidates—John L. Green, a republican, against Seleman Gimbel. a democrat. The result proved to be a tie. The city council ordered a new election to be held in July. The Stli of July the contest was voted. When the votes were eounted the democratic inspector insisted on throwing out twenty alleged mutilated ballots. This gave the election to the democrats by three majority. Mr. Green, the contestant, was dissatisfied with the result of the count and appealed. In the trial the twenty disputed ballots were carefully examined by the court, and the court ruled that the ballots were all defective excepting three, which plainly indicated the intention of the voter to vote for Mr. Green. This decision increased the Green vote just to the amount of Gimbel's alleged majoiitv, therefore the court declared the election again a tie.
