THE efforts of Hon. John W. Foster at Madrid has been crowned with success. and the cable brings the cheering news that a treaty of reciprocity has been drafted between the United States and Spain's West India possessions, including Cuba. The restrictions, which have heretofore been practically prohibitory, on the importation of our agricultural products, especially breadstutfs, into the Spanish West Indies, will all 1k removed. For example, the import duty on Hour at Havana has been 85 per barrel. This scores another triumph for the Harrison administration and the principle of reciprocity.

PAVID DUDLEY FIELD.
David Dudley Fielil, who now takes precedence as the veteran jurist of the United States, was born Feb. 13, 1805, I being the oldest son of a then fatuous David Dudley Field, clergyman and antlior, and tho oldest of four famous brothers. In 1823 tho yonng man was graduated from Williams college, and in 1839 ho published his first essay on th" necessity of reforming and simplifying1 the laws. That has been his life work, to which ho lias devoted nearly fifty years of toil. His travel? and political sketches are s&oondary to his work as a urist, aud his codes are studied throughKit the civilized world. In 1828 he located in New York city, which is still his residence.

THOUGH the development of the mineral wealth of the South is building up new cities and towns tlieSoutherners still continue a rural people dwelling in small communities. The old cities, while they grow, grow but slowly, and the new boom cities do not quite verify the figures of the boomers. The special bulletins of the census bureau dealing with populations by counties show that there are very few counties in the South which have 00,000 or more inhabitants. Throwing Maryland out of the catagory the Southern States contain only one big city, New Orleans.
RECENTLY in the United States senate chamber some amazing statistics were given as by authority, and their accuracy has not since been questioned. These relate to the wealth of the country and the distribution thereof. During the double decade from 1S00 to 1SS0 the national wealth increased at the rate of £250,000 for every hour. With every outstanding claim paid, we have a balance in our favor of between SG0,000,000,000 and 570.000,000,000. This is a fine showing. Hut it is shadowed ominously by the increasing tendency Dn the part of this wealth to gravitate from the many to the few.

A 300-Pouml Garnet.
HUNTINGTON'. Ind., April 24. Six years ago a stone was found 3 miles east of this city largely composed of a substance resembling garnet. Tuesday tho stone, which weighs about 300 pounds, was brought here and broken into pieces by a charge of dynamite. The Interior presented the same appearance that the surface did, and those who have examined it pronounce it garnet. Its glass-cutting power is almost as great as that of the diamond. Portions of the stone have been sent to New York to bo examined by experts.
Upholds tlio Metropolitan Police TKMIE HATTE, Ind., April 24.—Judge McNutt, of the superior court, on Wednesday gave an opinion on tho metropolitan police law passed by the recent legislature and which the city is contesting on the ground that it is unconstitutional, being special legislation of local application. The judge held all provisions good except the one providing that the commissioners appointed by the state oflicers must have been residents of the city five years. The commissioners wijl make answer that these appointments were made without reference to that requirement, which is inoperative.

They claim that the law contemplated tho expenditure of t! appropriation for the monument aud that the eommissiomers are entitled .o draw upon the general fund for the per diem.

Struck a Fine Flow of Ga». SIIEI.BYVILLE, Ind., April 24.—One of the strongest natural gas wells in the state lias been struck near Fountaintown. It is said to be a real gusher. When 5 feet in Trenton rock at a depth of 928 feet, the flow was so strong that water could not be poured in the well, und it was extremely difficult to work the drill. 1 1
