The law providing that no building shall be erected without a permit from the City Clerk has been very loosely enforced heretofore. 1 he proclamation comes in good time, just before the Spring building begins. of attempting to collect back taxes from the wealthy liowen heirs who fled the state with their personal possessions Thursday night goes on. Tho flight of these millionaires was precipitated by the filing of a stateme.nt with the auditor asking that S"-,000,000 be placed on the tax duplicate against the estate of the late Abner II. liowen. 'This has been supplemented by two others, one against the banking firm of \. II. & A. T. liowen for Sl,000,000, the other against Abner T. liowen for S2,000,000. The sum total tho auditor will be asked to place on the duplicate is 55,000,000. A. T. liowen. who was in the banking business with his father, is immensely wealthy in his own right. As a taxdodger he eclipses his illustrious parent. as an examination of the duplicate ihows that last year he returned the sum total of "the value of his possessions at

TXPIAXAPOLIR, Ind., March 81.—The backbone of the building trades troubles was broken Saturday when the General Contractors' association and the Carpenters' union arrived at a compromise brought about through the efforts of National Secretary McGuire. The agreement provides for a permanent arbitration committee eight hours a day's work overtime to be paid for at time and a half Sunday and holiday work as double time wages of journeymen shall in no case be less than 27?^ cents per hour stair-builders, 3.1 cents per hour. The carpenters agree to work with non-union men iu other trades. The contractors agree not to discriminate against union men. It is expected the plasterers, painters and plumbers will immediately arbitrate their differences.

Notre Dame'it New Building. NOTKE DAMK. Ind., March 31.—The building recently erected for the use of the school of mechanical engineering of Notre Dame university is now ready for occupancy. It is a three-story structure, of pressed brick, 150x40 feet, and built in the modern Greelt style of architecture to harmonize with the other college buildings, l'rof. A. F. Zahm, recently of Cornell, is to have charge of this department.

North Indiana Conference.

HnjfTjxOTOJf, Ind., March 31.— lie north Indiana Methodist Episcopal coi ference is in session at the Methodist Episcopal church in this city and will continue through the week. The attendance will be large, as the district includes all the counties in northeastern Indiana. A number of eminent ministers have promised to be here. Almost every city and town in the district will be represented.

Fort Wayne Factories Idle. FOIIT WAYNE, Ind., March 31.—The Olds wheel works of this city, which belong to the American wheel trust, has received orders from the general office at Chicago to close down for an indefinite period. This will throw 300 men out of employment. The Pittsburgh, Fort Wayne & Chicago railroad has discharged 100 men employed iu the shops in this city.
