THE LAST CONGRESS.
it had more actual working days and passed more laws than any congress that ever went before it. The laws number 2,186. Many of them were noted for their important and sweeping character.
First in importance is the silver bill, whereby 54,000,000 ounces of silver are purchased annually by government, in return for which $25,000,000 a year are added to the national currency in notes representing this silver. Then comes the McKinley tariff bill. Further, the Fifty-first congress will be memorable because of the action of Speaker Reed in departing from long established precedent in counting as present in the house members who refused to vote, thereby securing a quorum. Another memorable fact is that this body passed the largest appropriation bills of any congress since the country has existed. Its total appropriations will foot up probably $1,000,000,000.
The international copyright bill, whereby foreign books can be copyrighted in the United States, is a measure of much importance to authors, and still more to publishers. The disability and dependent pension bill, pensioning disabled and dependent soldiers, was one of the laws that added millions to the appropriations. The famous "original package' law, relating to intoxicating liquors, was also enacted by this congress. Particularly important, and commended by all parties alike, is the law providing for the rigid inspection of American dressed meats and live food animals. Under the provisions of the laws passed by this congress pleuro-pneumonia has been stamped out iu the Union. No more healthful meats or food animals are conveyed to European shores than those from the United States.
The same congress set aside the Chickamauga battle ground for a military park, transferred the weather bureau from the army to Uie agricultural department, and passed the congressional reapportionment law.
By another of its laws private soldiers are to be placed on a retired list after a certain term of service, and army recruits who are sick of their bargain may under certain circumstances buy themselves out of the army.
We are to remember, too, that during this congress provision was made for the re-enactment of the reciprocity treaty with Hawaii, and that the entering wedge for reciprocity with the whole American continent was set in the agreement with Brazil.
Finally, no less than twelve representatives and three senators died during the terms of the Fiftv-«irst coneress.
The Prince of Wales may possibly get into deeper trouble with the British public than he ever was in before, through this gambling scandal. The prince is fond of his little game in a social way, strictly between gentlemen, and the young bloods and even some of the old ladies among the nobility have followed his example and habitually indulged in their little games, too, until the sober British public, although the most loyal of England's subjects, begin to clamor that the prince is responsible for the prevalence of gambling. He ought to set abetter example before his sons.

What it Costs at Topeka—Opinions Greatly Differ—A Knotty Problem, ludiimnpolia, like Crawfordsville, is in tho throes of an electric -light commotion, To put in a municipal plant or not to put one in, is tho problem for solution. Those who favor the scheme are lavish in their figures showing its great economy, while those opposed to such an investment by tho city are equally as facile in producing figures to show its great cost. Tho News says a plant such as Indianapolis requires can be put in for $150,000, while the Journal contends that it will require $350,000. Concerning the cost of municipal lighting, the Journal prints a letter from tho Mayor of Topeka, Kansas, a city that owns its own electric light plant. The Mayor says:
It is the Jenney low-tension system. The cost of the plant was $50,000 for 184 lights of 2,000 candle power. The agreement, backed by a bond, was that the lights should not exceed in cost, for tho moonlight schedule, S4.50 per light or month, and for all night lighting, 6 p»r month for the term of two years. We find that the cost of operating the plant of 184 lights for all night lighting for the month of December was $8.90 per lamp ]er month, and for the moonlight schedule for the eleven months was 86.38 per lamp per month. This does not include interest on the plant, which would increase the cost per lamp, respectively, to $11.81 and $8.28. The contract further provides that the said lights shall be 2,000 candle power, and not less than 1,500. AH the test we have made, so far, does not show them to be over five hundred-candle power,
In other words, we think we have got rather a bad bargain. I might add that the Jenney company have the appointment of the superintendent of the plant for us for tho two years, the city paying him, so there is no doubt the plant is run to the best advantage.They further provide, and agree that at the expiration of the two years above referred to, and when the plant shall be turned over to the city in full, the cost shall not exceed $6 for moonlight lighting schedule and $8 for all night lighting. Our lights so far, have not been very satisfactory. My own opinion of the matter is that it would, no doubt, lie much cheaper, in the end, for tho city to have contracted with some of our electric light companies here to furnish the city with its lights at so much per light per month. We would then have known, at least, jnst whey they would cost, while, of course, we can charge back to the com pany who put in the plant all excess of cost over the $5.50 and $6 for the two years. At the end of that time we have to take our "medicines," which is liable to be a very expensive dose. There are so many expenses coming in that we
cannot foresee. Therefore, I say, when you take everything into consideration interest on the investment, wear and tear of machines, dynamos, etc., (tho contractors are already building ours over,) and they have not run two years yet, I think the matter should le well considered by your city before contracting for a plant.
Yet on the othes side, says the Journal Bay City, Mich., Bangor, Me. and Dunkirk, N. Y., are well pleased with the experiment and it is claimed that Chicago's light only cost $73 per year, which does not, of course, include taxes ol water rent.
ANew Breeding Association. About ten horse fanciers of Elmdale have formed a stock company called the Elmdale Breeders' Association. Officers will be elected Saturday night. G. W. Fuller and G. W. Widener were appointed a committee to go to Door Village and purchase a Cleveland Bay Stallion at the Bunk Stock farm. They aro there now and will have the stallion on exhibition at the horse show on Saturday, April 4.
ANew Dynamo,
The Crawfordsville Water and Light Company is increasing its capacity to do commercial lighting. It has added a now dynamo to its plant and has orders for about $4,000 worth of additional service. The Company will use its best exertions to accommodate and satisfy its patrons.

Charged with Violating the Klglit-Hniir Ijw. Ml'NFLK, lnd., March 20. Superintendent Kennedy, of the pulp works, was arrested Tuesday on throe indictments charging him with violating that section of the statutes which provides that eight hours shall constitute a day's work and making it a misdemeanor for the management of any factory to compel men to work more than that length of time for a day's wages. The state claims that at the pulp mill they work one gang of men thirteen and a liulf hours and another ten and a half hours, paying them by the day.

High rricen for Corn in Indiana.
COLUMHUS, lnd., March 20.—The Cerealine Manufacturing Company 'at this place has raised the price of corn to 72 cents, delivered here. This factory has a capacity for 7,000 bushels of corn per day. This is the highest price paid for this farm product for years. There is no other market in this state where there is such a demand for corn as here, the American Starch Company having a capacity of 0,000 bushelsdaily.
End of Lockout.
INDIAN-ATOMS, lnd.. March 20.—The lockout of the planing-mill employes of this city which has lasted four weeks, is at an enil, and the men will return tc work at once. The men rain an eighthour day and extra pay for overtime.

LONDON, March 20.—A board of tradi return just issued shows a large de crease in the hours of labor during tin last ten years, which is bringing tht eight-hour limit nearer and nearer. Bakers who a decade ago worked sev-enty-two hours a week now work fiftyfour hours: miners, formerly sixty hours, now thirty-eight and forty-eight hours. Workmen of all trades now average fifty-four hours weekly, or nine hours a day.
The Sherman Statue Fund.
NEW YORK, March 20.—The Sherman statue committee met again Tuesday, and a most flattering condition of affairs was developed. At last week's meeting the fund showed $38,0155. On the afternoon of the same day the Casino benefit netted SI,Hill, and Tuesday the subscription lists showed thirty-four new contributions, aggregating S4.M2. The total to date is thus S54.7S0, which is declared to be sutli cient to complete the statue-
Convicted of Capt. Couch's Murder.
WICHITA, Kan., March 20.—The trial of J. C. Adams, charged with the murder of Capt. Couch, the noted "Oklahama boomer," was concluded Tuesday, the jury bringing in a verdict of murder in the first degree. Sentence was reserved. The killing of Capt. Couch occurred at Oklahoma City last fall. ,T. C. Adams contested the captain's claim to apiece of land, and during the dispute over It Adams killed Couch with a shot from a Winchester rifle.

WASHINGTON, March 20.—Government r.gents sent to investigate the •tate of feeling among the Indians concerned in the recent troubles report that a sense of wrong still pervades the camps, and that great care and promptness in performing its promises is necessary on the part of the government to prevent further outbreaks.
