I HE OFFICE OF C0CNTY ASSESSOR. The new tax law creates the office of County Assessor. This year he is appointed by the Board of Commissioners at their June session atd is to hold bis office until the November election, 1892, when his successor is elected by the people, when he holds his office for four years aud is ineligible for re-elec-tion. He is required to give bond in the sum of §5,000. His duties begin where the township assessor leaves off, and shall receive all returns of real and onal property made by the to ship assessors. He shall make a careful examination of the tax duplicate and all other records in the office of the Auditor, Treasurer, Recorder, Clerk, Sheri3' and Surveyor and to assess at its true cash value all omitted assessable property, including tax certificates, mortgages, debts, judgments,claims and allowances of courts and legacies and property in the hands of administrators executors, guiidians, assignees, receivers, trustees and other fiduciaries,
He is authorized and required to advise and instruct all township assessors as to their duties and shall visit each township durii.'g the months of April aud May each year. This duty cannot of course be performed this year as he will not bi appointed until June. He is authorized to appoint one, or more deputies. The county assessor is also the President of the County Board ef Review, which is composed of himself, the Auditor aud the 'Treasurer. The duties of the L'ourd are similar to the old Hoard of Equalization except that they are more stringent aud searching. This Board meets on the lirst Monday after the 4tii ot July. Such in brief are the salient leutures of the law creating the office of County Assessor. The whole law is a stringeut measure and will be the means of adding millions of dollars to the tax duplicates throughout the State.

that real property must be valued by the Assessor as follows: Lands and the improvements and buildings thercn, or affixed thereto shall be valued at their full true cash value, estimated at the price they would bring at a fair voluntary privatf sale,not a forced or Sheriff's sale, taking into consideration the fertibty of the soil, the vicinity of the same to railroads, macadamized roads, clay roads, gravel roads, state or cou'ity roads, cities, towns or vilages, navigable rivers, water privileges on the same, or in the vicinity of the same, lulota and outlots of all towns, oities or villages, with the improvements thereon or affixed thereto shall be valued at their full cash value, takiDg nto consideration all the local advantages upon acttul view of the premises. This will increase the valuation of realty from 00 to 100 per I cent.

Coi.l'MBVS. Ind.. March 'JO.—There has been a rapid succession of deaths iu the Howell family, of Clark county, south of this city. Eight years ago Mrs. Thomas Howell vuf found dead. Some time afterward her husband was killed in a railway accident in California. The father. Martin Howell, was seized with neuralgia and died. The young child of Thomas Ilowell followed, and a paralytic stroke ended the life of William Ilowell, then living at Edinburu ten miles north of this city. A few months later Mrs. Marshall, mother of Mrs. Thomas Howell, was crushed to death by a locomotive in I.ouUville. Thursday occurred the funerals of Mrs. Martin
Howell and her son. Iiobert. txth of whom died at Colorado Springs. Mr. Ilowell went to Colorado seeking a restoration of heulth and. his condition growing critical, his mother us summoned. She was taken ill while en route and her death preceded that of her son by a few hours.

branch of the Standard il Company, known as the Indiana Pipe Line Company. filed articles of incorporation with the secretary of state Thursday. The company proposes to build an oil pipe line across Indiana in going from Ohio to Chicago. It has a capital stock of S300.000. The incorporators and directors are Henry I). Rogers. -John D. Archbold. William Rockefeller. Daniel O'Day and George I\ France. The line will extend through the counties of Adams. Wells, Huntington. Wabash, Kosciusko. Fulton. Marshal. Pulaski, Starke, I. a Porte, Porter and Lake. The company is also given the privilege of running branch lines to connect with oil wells in Jay, Blackford, Grant. Madison. Delaware. Randolph, Wayne and Ilenry counties. The principal office of the company is to be at Whitney. Lake county.

March 'JO.—Henry Tow, township trustee, who lives about 6 miles from town, came here late Thursday afternoon and swore out an affidavit charging Gabriel Moffatt and Curt Bass with attempted murder. Tow states that he had been to Mitchell, and on his return home saw Moffatt on Bass' farm, and he began to bring up some old troubles. After a few words passed Moffatt commenced firing, at Tow, but after he had fired two shots Tow attempted to get over the fence to him when Mass came out of the house and emptied two doublebarreled shotguns and several cartridges from a revolver at Tow. Bass' wife, who is a daughter of Tow, handed the gun to her husband and told him to shoot. Tow managed to get in four shots, and then left. Xo bullets struck his body. There has been trouble between Tow and his son-in-law before, and this is but a renewal of the feud.
Talk Altout Indiana 'aintid:kt.-s. "WASHINGTON. March 20. While tlie gubernatorial campaign does not occur this year in Indiana, as it does in Ohio, there is nevertheless considerable talk about it. Representative Jason B. Brown, of Seymour, Ind., who has just returned to Washington from a brief visit to his home, says that in no state in the country is politics so much a topic of conversation as it is in Indiana just now. "I do not know," he said to a reporter, "who will be the democratic nominee for governor. There is some talk of ex-Congressman Sliivey, while I suppose that the chairman of our state committee would like the honor. Mr. Denby will soon return from China and he may be pushed by his friends. Senator Tnrpie would make a successful candidate if he cared to accept the nomination and leave the senate.
