Notable Feats in Advertising.

Frank Millet, the celebrated painter, was of course an unknown artist struggling, for that recognition which the critics are so slow to give even 10 genius. But besides a talent for mixing colors young Millet had an advertising instinct and it was this which brought him succefs. He painted a picture of a lady in black sitting on a sofa, with a yellow back ground. The effect startled his friends but more than his announcement that he would take it to the exhibition. To the exhibition it went and the critics simply exhausted the English language iu abusing it. But Millet's point was gained. He had attracted attention and always after that his pictures receiv•pecial attention from the critics who took the credit of his improvement to their criticism.

A successful advertisement is not necessarily artistic. THE JOURNAL.

Narrowed Down to Th. ee.

The Council continued its deliberations in regard

Ij

the bids on the light

plant last evening, nothing daunted by the impending injunction suit. The c^oat majority of the bids were rejeoted last night and I he contest narrowed down to three bidders on the light plant •tnd about four or five on the steam plant. The rejected bids were returned to their makers this morning and the committee will continue its deliberations on the remainder this evening. The three bids left upon the light plant, Mayor Carr states, are very close indeed and from the best and most distinguished systems in use. It will take some time yet to reach a decision some of the companies bid upon more than their competitors and the coLditions are in some things quite different. It is very probable, however, that the oontest this evening will leave the question with two systems and then the tug of war will really come.

The west bound train pulled in first and pulled out again before a drummer had time to get his trunks ohecked. The east bound train soon hove in sight and the orowd on tiptoe with expeottnoy prepared to mike a rush for the best seats, but to their amazement it did not stop or oven slaoken its spoed and passed on by. Then a howl went up which was only quieted by the assurance from the agent that it had merely gone to the Junction to get another coach. It soon oama back and everybody found room.
