THE MONTGOMERY CNUNTY FARMES' COUNCIL. Jinny persons biive nu impression tliut the Montgomery County Funnels' Council is some kind of political organization like tho Farmers' Alliance and ether organizations of farmers for tbe purpose of agitating political question?. But it is nothing of tho sort. It is the sole purpose of the Montgomery county Fanners' Council to aid the firmer by teaching him the best methods of furmiuer. Its object is to tod out the means by which farms may be made to yield large crops and bring the industrious and wide-awuke farn.or the most money for his labor. Tho men who constitute the Montgomery County

Farmers' Council have little faith in political farming. They believe rather in rich soil, good tillage and close economy. They believe thut the troubles of tho average farmer result more from shiftless fnrming, a luck of economy and a low degree of labor, rather than from bud la*s. Their purpose is to ascertain by the experience of many farmers the bi st way to build up and keep up the fertility of the soil. They Jo not believe that Coufiress could pass any law that would make large crops grow in poor ground without proper cultivation. And, therefore, they hope, by concerted etVjrt-, to ascertain and disseminate belter ways of farming as at leatt a partial ri medy for the sup pressed condition of our farming in du-tries. No 011 need hesitate to bocome a mi-mlxr on the ground that has anything to do with politics. As already indicated, its purpose is to in troduce into our county new and better paying farm industries, and the gaining of greater protits by better ways and m.-uns on the farm.

THE SENATE SAi,AfiY BILL. The Senate yesterduy passed tlie bill fixing the salarieB of State and county officerB. It was passed just as it came from the hands of the majority of the committee. The minority of the committee presented a report which stated that wh'le the salaries of nearly five hundred county officers had been reduced the emoluments of the Secretary, Auditor and Treasurer of State amounted to from 810,000 to S'20,000, and as a reform measure it was denounced as a fraud and a subk-rfuj. e. The majority report was then adopted. The salaries for tho oflioora of this county are as follows: Cherk, S2.C00 Auditor, $2,800 Recorder, 81,000 Treasurer, 250 Sheriff, $2,250. From tiese salaries the officers must pay tbe necessary deputy hire. It is ve:y doubtful whether tho Clerk, Audi tor anil Sheriff in this county will re ceive enough to hire their deputies. It is needless to say that the bill as it pnsscd the Senate is an outrageous fraud. The majority evidently were not sinoero in reporting such a bill, and in passing it tLey felt quite sure that it would bo defeated in tho House. For tho time wasted on the fee and salary business this Legislature could have been enj?nged more profitably iu playing tiddlewinUs. As was well said by the minority iu ita report the bill as it passed the Senate is a fraud and a subterfuge. If tho Democratic Senators think tlif can pull the wool over the people's eyes in tnis manner they will discover their error when it is too late.

The attention of educators and of those who make school laws is called to a new statute iu Michigan. This hygi enic law prohibits children suffering with clironic catarrh or consumption from attending tlie public schools. In the interest of public health this law, recognizing the scientific germ theory of disease and contagion, is to bo commended.

Robert Collyer was born in Kciglily, Yorkshire, England, Dec. 8, ISJit. His education was received at the wintor terms at a night school, for nt the ago of 8 he had to begin hard work, and at 14 he was apprenticed to a blacksmith. Ho educated himself, however, and gained fame as a Methodist preacher. Coming to the United States he continued to work at his trade and preach on Sunday till hia views underwent a change, and he became a Unitarian. In I860 he began to preach for Unity church, in Chicago. In 1879 lie became pastor of the Cliurcl of the Messiah, Xew York city.

IjrWA.v.\.rous, Ind., March 4. —By a vote of 41 to 'J5 the house nt the morning session defeated the bill which provides for a general system of dressed beef inspection by the appointment of inspectors in all cities and towns with power to collect fees which were practically prohibitory. The bill was aimed at the dressed beef industiy of Chicago and was similar in its provisions to the measure declared unconstitutional two years ago. Senator Hurk's bill making imprisonment mandatory in cases where intoxicating liquors are sold without a license was defeated. The bill appropriating S100,UU0 for the completion of the soldiers' monument was passed. The house passed the metropolitan-police bill for Terre llaute ovor the governor's veto. It is now a law.

The senate passed a bill for a 0 per cent, levy additional for the benefit of benevolent institutions. This is iu addition to the present general levy of 1'J per cent., and will increase tho revenuo of the state $000,000.

The senate passed the bill giving this city a new charter, which places the appointment of all bonrds in the hands of the mayor, abolishes the board of aldermen and makes radical changes in the fundamental laws governing the city. The governor vetoed the mine inspection bill, but the senate immediately passed it over his objections.

The house passed under a suspension of tbe rules a bill which adds to tho state tax levy six cents in the S100 valuation for the support of charitable institutions. It is expected that it will add 8525,000 a year to the state's "resources," and it will increase the levy from twelve to eighteen cents. The house passed a bill which adds a penalty of imprisonment from ten to thirty days for liquor dealers who sell without a license

The senate bill appropriating$l00,000 for the Indiana world's fairexhibit was called up iu the house A motion to make the amount $4..000 finally pre vailed amid much excitement. Gov. Ilovey will probably feel compelled to veto the bill should it pass in its present form. There is. however, little expectation that the senate will agree to the amendment in time to puss the bill

Thus far about a dozen of tliein have been expelled for violating til rule that no student shall enter a saloon or piny pool, billiards or any game in a saloon or any publio place. The school is entirely a private institution, owned and controlled by Messrs. Brown and Kinsey, and they have,in their employ persons who watch and look after the students at all times. Lately the spies have been instructed to bo more vigilant, and the weeding out process has begun in dead earnest. It is expected that more expulsions will follow. Messrs. Brown and Kinsev have under their charge over 2,000 students, and it is claimed they will not suffer to remain any student who may in any way bring dishonor to the good nam* of the institution.

has been decided to raise a test case ol the law passed over tho governor's veto by which Terre Haute is to have police commissioners appointed by the state officers. Whenever the board of state commissioners shall have been selected and qualified and appoint thoir superintendent, the present Superintendent Davis will refuse to hand over the office, alleging the unconstitutionality of the law. and will apply to tho circuit court of this county for an injunction restraining the stato police commission from assuming control.
