The reason of ioth propositions is obvious. The long anil awkward holiday break will not only bo avoided, but the see sions of Congress will probably be made of near'y equal leugth uuder the provision. The inauguration of President and Vice-President has often happened to fall on a cold, bleak or disagreeably wet day, sucli as frequently occurs in March. April 30, which has historic associations in the American mind on account of the inauguration of President Washington en thut day, comes nearly two months 1 itur, when the sunshine and the tlowers have aleo come. H'.alth, comfort, convenience, all dictate a change of time from the 4th of March to April 30. On business grounds the lirst part of the amendment is impreguable. The hurry of the short ses-sion causes imperfect legislation at irreat discomfort to the working momi'ers of tluj two houses. The gruit advantage of abolishing the long delay between the election and assembling of 0 ngrees is also obvious.

Fog does not usually cause a fire, but it does so frequently now in a case of electric wires. Water is nearly as good a conductor of electricity as metal. In a fog or rain the insulating coating of the wires becomes soaker] with moisture. It is the exception and not the rule for this insulating coating to be perfect. Where the insulation is defective the current can easily leap from one wire to another or even from a wire to some other object and cause flumes to burst out. This very thing happens not unfrequentlv, and fires in citios arc- often the accompaniment of fog and rains.

In some if these cases they are unable to say whether death was hastened by the lymph, and in other cases they are unable t/J nav whether life was prolonged by its use. W1LUAM TECUMSKIl SHERMAN. IFrotn a lata photograph.] William Tecumseh Sherman was born at Lancaster, O., Feb. S, lS'JU, was adopted by Thomas Ewing, M. C., through whose influence he was admitted to West Point in 1S30. Ho was graduated in 1S40 and made a Becond lieutenant. In 1851 he was a captain in 1853 he resigned from the army and became a banker in California in 1860 I10 accepted the position of superintendent of a military academy at New Orleans, but resigned in January, 1S61.

In June, 1861, he was commissioned colonel of the Thirteenth regiment of infantry, which he commanded at Bull Run. His military career from that time is well known—his famous march to the Bea being his uost noteworthy achievement. In August, 1SG6, he was made lieutenant general in placo of Gen. Graut. When Gen. Grant was made president in March, 1869, Sherman was made geueral and commander-in-chief. He retired in 188:3 and settled in St. Louis, but later moved to New York, where he died Feb. 14, 1891.

His objection was that it is unconstitutional because il seeks to take from him his prerogative of tilling appointive olliees. The bill was passed by both houses over his veto, and within thirty minutes another bill was passed for the appointment of the state mine inspector by the same otlicer.

The house passed the bill establishing an appellate court. It provides for the appointment of live judges by the governor, with salaries of f:f.."00 each. The court is given final jurisdiction iu all cases arising before justices of the peace in all misdemeanors and iu cases where the amount involved Aoes not exceed Sl.uoti.

The legislature has finally decided that it caunot evade the increase uf the tux levy for state purposes. The general taxation bill, as prepared by the ways and means committee of tho house and Senator Howard of the senate, was defeated in the house Wednesday morning by a vote of 40 to 53. The bill in the senate was amended' by striking out the provisions that defeated the measure in the lower branch. They were the sections providing that the taxes derived from railroads shall be turned into the state treasury instead of into those of thu various counties, and that the stale levy of 12 cents on the $100 of valuation shall be repealed, bate in the evening the house reconsidered its action and passed the bill, from which the railroad tax provision had been stricken. The delegation from the northern Indiana counties were jubilant.

The house defeated the bill requiring that session!) of the bake county circuit court should be held at Hammond during certain months. A bill placing bankers under severe restrictions was passed by the senate. makes it a penitentiary ofVense for them to receive di'posits when the affairs of the bunk are in cn insolvent condition.

The congressional apportionment bill was engrossed in tin- senate. It. makes changes in ten of the thirteen congressional districts, l'ike county is taken from the First and put in the Second district. .letTei-sini county is taken' from the Fourth and transferred teJ the Third. The l-'onrlh gains ISush and Shelby counties. The Sixth loses Hush and gainstirant. Shelby is taken from the Seventh. I.ake and 1'orter: are taken from the Tenth aud Miami is transferred to it. The Eleventh loses tirant and Miami and gains Kosciusko and Whitley. The Twelfth loses Whitley and gains Elkhart. The Thirteenth gains I.ake and I'orter and loses Elkhart and Kosciusko. The republicans of the committee on apportionment offered a minority report, which was rejected. The senate passed the world's fair bill appropriating SlOO.liOO. The bill as introduced provided for the appropriation of SJSU.OOU.

Minnie Mnhldtt on Trial.

Feb. 20. —In the trial of Minnie Mabbiit for the murder of her illegitimate infant sewral months ago the defendant on Wednesday testified, denying every statement in her confession before the coroner's jury. She claimed that her mental condition at the time was such that she did not know what she was doing and that the, confession had been extorted from her by statements thai her brothers had implicated her in the murder of the babe. She said that she had given the infant to a nutn at the transfer car-who asked for it. and did not know what had bee- me of it until she learned that it had been murdered.

U'i.—An explosion occurred at 'J:'J5 Wednesday afternoon in the mixing house of the .Etna l'owder Co.. located here, wiping from the face of the earth that building aud wushhonse and badly damaging four or five other buildings of the concern. The cause of the explosion is on account of the heater in the mixing house setting lire to the building, thus giving all the employes warning, and they all skipped. A tunnel through a large hill connects these buildings with the nitrator. and the saving of life and property is due to this ingenious construction. All buildings will be rebuilt and repaired at once.
