1: Has Passed the House-
Yesterday House bill otKJ introduced by Mr. l-'ippin passed tho lower branch of the legislature with uu opposition ami is sure to go through tho Senate. It provides that cities may own water and light plants nu-1 maintain thosime not only for the city's use but for commercial purposes as well. The provisions of the bill are complete tiul provide for all contingencies. Upon the petition of lOu citizens the Council can put in a plant, issue bouds for the payment of the same, uud employ such persons as may be necessary for the the working of it. There is a proviso that tl:e City Council by a twothirds vote construct such public work out of the general revenue of the city, ai in such cases no petition or notice to property owners shall be neeefsiry. The revenues dederivtd from the pl.iat must be directtod toward its debt until the same is liquidated, when they may be used for other purposes. The bill will go into effect immediately upon its passage.
Dr W. H- Hickman In the City lr. W. H. llickman, President of Clark University, Atlanta, Ga., was in the city to-day. lit is hero in tho interest of the Freedmeu's Aid Society to which John Daughterly, of Lafayette, left 2-10 acres of laud in Warren county. Mr. Hickman laughed over his pursuit by the detective of Atlanta and states that it is merely an advertising dodge. Shackleford has established a detective agency in Atlanta and seeks to become a southern rival of tho Finkerton agency. As a means of advertising he is sending letters all over the country inquiring as to the standing of citizens who have removed to Atlanta from a distance.
Two More Divorcea.
There was a continuation of the divorce day in the cirouit court to-day and three more cases came up before the bench. Kate Kunyan bringing just charges against Fiiley Kunyan was set free once more. The Woods case was continued on the motion of the defendant. The case of Nancy Horn against John Horn came up and was decided in Nancy's favor. Ncncy proved he was living with another woman in Parke county. The court decided that Na- cy should hold and have the real estate which John left behind him when he il d.

To Light the Oourt House Tower. It has been decided that IU case the city puta in her own electric light plant that the several faces of the court house clock will be illuminated by powerful electric lights which will enable the person to discern the time as plainly ad though it were noon. The eileot would bo tine and the lights at that elevated point would be visible for many miles in all directions.

Cliarloy Marshall has been promoted from superintendent of the Shelbyville, 111., water works to a similar position in Cliillicothe, Mo. The town is larger and the salary likewi, and we congratulate Mr. Marshall, regretting at the same time that he is getting fuither away from the Hoosior Athens. Mr. Marshall left for Chicago last night to receive instructions from the company.
To Organize at Frankfort.

A (til-grim has been received from the National Organizer that a camp of the I'. O. S. of A. will be organized on Friday evening at Frankfort. A numler of tho members of tho camp in this city will attend and reduced rates can be obtained if ten or more persons will go. The train leaves here at 0:15 and those who go will get back at 9:1.0 next morning.
Teeters Transported
Mr. Levi Teeters who robbed John Klaiber's valley saloon last week appeared before .Tudte Snyder this afternoon. He entered through his attortorney, J. R. Courtney, a plea of guilty to his indictment for grand laroeny and was sentenced to one gear's imprisonment in the Northern penitentiary and fined one dollar.
He Expected It.
Charley Coombs when informed that the grand jury had indicted him for murder in the first degree evinced no surprise. He said he expected it and would have to abide by the result. Charley is getting to be himself again and now bears up in tho presence of visitors.

Mayor W. C. Carr and wife entertained a number of their frijnds at their homo on east Main street last evening. The time was plea-ently pas-e by progressive cinch and all prrsent were highly entertainc-d.

L. C. Wheeler writes to his old neighbor S. A. R. Beach, from Arkansas county, Kansas, stating that in his county there are no saloons, and not an inmate of the poor farm or jail. —Major Foote has returned with the transcript of the evidence in Pettit oase neatly bound into six volumes. He alleges that Breyfogle doctored the roads records and has purposely rend ered bankrupt in order that it might be bought in cheaply by his confederates Breyfogle is accused of being in conspiracy with Henry S. Ives and of scheming to inorease the capital stook to $7,500.000 for fraudulent purposes. Tho petition of Alley has been referred the court. Breyfogle's friends pronounce the action its a piece of malice.

Mr. Watson says that Gibson was then an exemplary young uiau and was pointed out as a model of goodness and probity. His love of money was his only evil but he WJS always honest. Unfortunately however, the oourt forbade her marrying for two years and in that time her Lothario will probably have sought pastures new. The lady shed bitter tears but it was no use. TOPKKA, Kan., Feb. 18.—Just as Master Workman I'owderly was concluding his spcech to the Knights of Labor at Representative Ball he fell prostrate in his chair from an attack of heart disease Monday night. He recovered, however, in about five minutes, and was able to walk to his hotel.
