AN AMERICAN PENAL COLONY
Shall \vi' liave a Sib"Ha to which to traus[«?rt American long term criminals'/ Most civili2t-d natious have penal colonies in some part of tlieir out of the way possessions. In Australia some of the most wealthy and influential citizens of the present are descendetl from conviwts who. geufraiions ago, left their country for their country's good and irrew into the si.iture of maulKX)d ill the free, wild continent that man had uot yet contaminated. They shook off forever the shackles of crime and disgrace that had held them, settled down to sheep herding or mining, and became its good a-s anybody in the estimation of the community, and much richer than most respectable citizens in the old countries are. In a region where anybody's antwedenis might be shady it was not wise to inquire into such matters, so too many questions were not asked when a family bee une candidates for social recognition
Shall we h.'tvo such a colony in Alaska for American long term convicts? The question is being agitated now by members of the Prison Reform association. In Alaska the criminals may work out their sentences developing the mineral resource of the territory. They will be so far aw,iv that this la!»ir cannot come into competition with that of free workmen. It is the first step toward making a man ot a criminal to irive mm regular habits of work. The United States has never before needed a colony like that in consideration, but \\e have apparently come to that point now. with onr jails and penitenriaries ovorlio'.vin^ with idle, restless convicts.
Gi::\ M. L. Manson. ouoof tlie inotuoers of the Soldiers' Monument Commission, ih verv much interested in the completion of Unit niiu-inliceut structure. lie is anxious that the Legislature should make umplo provisions for the prosecution of tue worlt and complete it according to the designs. It will require about $.50,1)00 in addition to the appropriation already made, and he thinks it will be a great mistake if the Legislature fills to make piovisions for its completion, lie defends the Commission against the charges of reckless expenditures of money. The charge that President Lang-.dale has made a pile of money from his position he says is both uutrue and unjust, lie consul ers that the Commission bliould uot be censured for tlio mmtake of the experts in making their estimate of its cost. V\ uatever tho cost it should bo completed as designed. The soldiers of Indiana demand that no cheeseparing policy should be adopted. Five mills on the £100 will Iw an ample levy on llij taxabies of Lhebtate to complete this the noblest monument on earth. Indiana cent -iU8,Ut.iO t.oldiers to the held to battle for theLniou. One dollar for each man furnished as a just recognition of then glorious services is certainly as liltlo as the great and proud .State could do in a memorial that will stand through the agea to come.
In the estiinaLiou oi not a few author itativo critics, Cieu. bhorumu was the greatest of all the great captains whom the wai produced, in the characteristic that most c.mbine to constitute the uleal soldier in his fertility of resource in las fur-reaching grasp of emergencies iu his. jiitecsive capacity to grap plo with the .'ippro'iches to remote results on weil-t'eiiuul iwid pre-deter-unned lines. That lie ill.i a work second in its scope and consequences to that of nono of his contemporaries will at least bo admitted, und with all his greatnets as a soldier he uuitod the virtues ot a true patriot and good citizen, who found Iiih highest reward in the oueeiousuess of a well spent life and sought no political preferment as tho crown of his successes.
