As there have boon several artioles in your excellent paper touching on the subject of the eitv owning and operating an electric light plunt, and also some rather suggestive figures made regardiug the cost, maintenauce and and revenues to be derived from same, I desire to call your attention to the glaring irregularities of the figures which nppoared in au article over the signature of "Observer," June 2(ith.
It can only be inferred that "Observer'' his either taken the statement oi some individual who i.3 desirous of selling au electric light plant or that lie is eudeavoriug to demonstrate a proposition with which he is entirely unacd.
Iu the lirst instance he assumes, by the number of lights ho proposes to furnish, to erect an electric light plant that is of superior capacity iu every particular to the one now operated by the Water ,V- Light Company.
The estimated cost of such a plaut ho places at Soi ,(X)0, which is about 50 per cent of what it would cost to duplicato the present plant at this date. Itis not necessary to chuuge the figures of "Observer" to show that he is not a good mathematician, or that ho is not qualified to make au estimate on the cost of building aud operating au electric light plant, much less the estimating of probable revenues to be received from such.
Let tie lock at some of his figures. A-sume the cost ol the proposed plant to be S^U.OOU for payment of which the city wili issue bonds, it may be possible to liud a philanthropist in the city who would purchase an Electric LiQL bud bearing 0 per cent interest at par. (Itis a safe assumption that one can not be found outside.) Again from such individual, tho usual banker's commission might bo reduced to say 2J per cent. "Of course tho city authorities !l nominate the commission which the banker shall charge." The printing of bonds and recording same cannot be done for less than S'200. The annual depreciation ou electric light plants is acknowledged by electrical experts to be not less than 10 per cent.

Tho proposed revenues aud pr-itits are something which ho knows nothing of. ISefore the city could undertake to do commercial aud private lighting, important legislation authorizing such proceodure mint he applied for antl obtained. Hupp'wiug this to lxt done, the next step would bo to ascertain the constitutionality of such law. Instead of having such a profitable busineBs as "Observer" would indicate, the city WOLId have a law suit that might be prolonged indefinitely. If tho decision in other St ites may bo considered as at all applicable to Indiana, the city would be beaten and have the coot of

They have gone still further and have oll'ertxl to the citizens the same sweeping reductiou iu prices. Why should certain Councilmeu bo so extremely anxious that the city should operate her own electric light plaut under these circumstauces. Is it because they will have a few more political offices within their gift or that they may handle a little more of the public money: Is it because the E-iglish mouey oilers them light for one half what they can produoe it for, that "Observer" enquires of tho good people, "Lo you want your money sent to England.'" Is it beci'use of personal malice Is it true that a certain Councilman has stated he will get even, or that au agent has been promised by eertaiu Couueilmen that they will buy his stylo of electrical machinery: Is it because certain members of the Council wish to show tho heavy taxpay. rs of the city, of their disregard of the petition made to them against the purchase of an electric plant by tho city or because they are determined that only home capital shall be employed iu tho development and future growth of the city.
When the light plants were purchased from the homo owners, it was done witii the belief that thero.was a future for Crawfordbville, that it would grow and her inhabitants prosper, and that eventually tho patronage for light would place the investment ou a paying basis.
The action of tho Council toward the present owners of the property is anything but the treatment which was expected anything but that which is calculated to inspire confidence, and cer taiuly au action that will go far toward keeping out any interests which will adtl to the future growth aud prosperity of the city if it is not interrupted.

The Superior Water, Light and Power company have been cmjaged fur several mouths iu the work of extending the I twenty four inch in-Uike pipe from West I Superior to Lake Superior for water,
The entire distance from the pnmp stutioii to the crib, which rests in forty feet of witter in Lake Superior, is 855 feet, and U.950 feet outside of Minnesota Point. The entire 2,1(50 fiet of lake pijie was jointed above the surface of the water anil hung suspended in spaced slingii. The object wius to cut the slings and allow the entire section of more than hall' a mile to drop into the water.
It was not intended to attempt the feat for several days, bnt the approach of a nurtheastcr lnwtened matters. The job was done hurriedly, but with distinguished success. Wften everything was in readiness the signal was given, and several of the lashings were cut simultaneously. Tlie record for cold weather for tho winter was broken Wednesday morning, when the atmosphere was intensely frigid. The air w- ts so full of frost that the appearance of a fog was given. Tho lowest ]Kint reached by the mercury in this city, and reported, was IU degs. below zero. It required the thickest kind of clothing and vigorous exercise upon the part of pedestrians in the early morning hours to keep comfortable.
At Shirley it was I'.' degs. below zero, 4-1 tlegs. at Eddingttm. S3 degs. at Selxv, and the same relative report comes from many other places in this vicinity.
