To justify th-s Commissioner of Pensions in making a claim special. It is necessary that such a condition of tiie claimant shall be shown to exist as will satisfy those whose cKinis will bo put back by this action The rule Is, therefore adopted that, to warrant making a claim special and have It considered out of its proper order, it must be. shown that the claimant is unable to earn a li ing and Is iu destitute circumstances, or that the claimant Is sick and in danger of Immediate death. These statements must be verified by the oath of the claim nnlmaking them, or ot sorno reputable I party acting for him. Vlien such facts are shown by proper aflldavit the cases are made special, and therefore, receive prompt attention, whether the proof* were submitted by the claimant, Ills attorney, or a Senator or Kepresentative.
Alter a Senator or Kepresentative lias been furnished with the statues of case,he is notified when the claim [sallowed, and the same notification is sent to the pensioner aud to the agency from which lie will receive his money. So far as the intimation that Mr. lirookshir has the ear of Commissioner ltaum Is concerned, it has no foundation In fact or in theory. To show you how a Representative gets credit for expediting a pension case, I will give you an instance which came nndet niv own knowledge A member of the lower House, durin the past summer, received a letter from a constituent, asking him to look afti his pension claim, giving the number, etc. Accordingly the Kepresentativi' went to the I'. tision oflice, called for a friend employed in the ollie, and asked him to look it up. The clerk followed uj the case, md found It in the last stage ot completion, ready for the certificate to be issued. The member, when he learn ed the status of the case, said "This Is great luck. I'll just write to my pen sionor that I've tore the Pension olliee all to pieces, aud forced his claim through uiul that he will receive his certificate In a few days." Now, that Uspresentatly had no more to do with hurrying that case through than did Grover Cleveland in his pension vetoes, for the case was practically completed before he had even heard oE It.
Now, Mr. Brooksliire has had some just such cases, and may have more .but neither he nor any other member Dl Congress, can hurry a case or put it through out of its regular order, unless as stated above, It is proven to be a case of extreme, destitution or illness, when tlie uilidavit of any reputable person would answer the same purpose.
In the matter of calling up cases it i» a well understood fact that tlie courtesies extendod to members of Congress, are also extended to candidates for Congressional honors. This I know to be true
Now, as to Mr. Brookshire's cases in Congress, I have understood that the one or two cases put through the House to the credit of Mr. Brooksliire, were paused through the efforts o( an older and more experienced Republican member, who is one of his warm, personal friends. I.intoin, Oct. 8.—It will bo romcmbcrod that about ono year ago the citi/.cns of Linden" made an effort to incorporate tlie town, but met with the sumo class of ob lections and work against it lhut all towus meet with when tlioy first try to incorporate. The result was, of course, that when tlie election was held it was voted down. Since that time changes have noen made, conditions and environments are not the same as they wore. A saloon has couie into our midst and •'thereby hangs a tale." On lost Saturday night tho usual numbor of a certaiu element met at tlio saloon and proceeded to till up their tanks, but some how they got hold of the wrong bottle or else they got their drinks mixed, for it was not long until thoy got into a regular saloon fight, nnd as thoy waxed hot tho bartender put them out into the street and let them pound ore another to their heart's content. After tlio smoke of the battle had learcd away it was found that one Amos

He had been beaten up most unmercifully by one Morris Miller and was bleeding from more than one cut, to say nothing of bruises, swollen noso and blackened oyes. Tlicy immediately proceeded to Squire Jones's oflice under the escort of Constable Keene.v and wero tlued and costed to the amount of over apiece. You will see that our Justice is very easy on the boys, but look out for the second time they are brought before him. On Sunday ovening our Constable arrested Win. Donnelly for aiding and abetting in Saturday uight's light and took him before Squire Jones and had him lined nnd costs.
